{"id":21196,"date":"2020-01-30T15:21:00","date_gmt":"2020-01-30T22:21:00","guid":{"rendered":"https:\/\/www.skyhinews.com\/news\/residentsquestionfoundationspending\/"},"modified":"2020-01-30T15:21:00","modified_gmt":"2020-01-30T22:21:00","slug":"rosh-board-appointment-brings-questions-about-foundations-spending","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/krky\/local-news\/rosh-board-appointment-brings-questions-about-foundations-spending\/","title":{"rendered":"ROSH board appointment brings questions about foundation\u2019s spending"},"content":{"rendered":"<div><img decoding=\"async\" src=\"http:\/\/media.swiftcom.com\/assets\/SkyHiDaily\/Images\/SHN-facebook-thumbnail-1200.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p class=\"STND-STND BodyText\">The appointment of a new board member to the Recreation Open Space and Housing Foundation brought questions about the organization\u2019s spending and no vote at Tuesday\u2019s Granby Board of Trustees meeting.<\/p>\n<p class=\"STND-STND BodyText\">The foundation first approached the Granby board, which votes to approve members of the ROSH board, at the Dec. 10 meeting. The town board denied the approval of ROSH\u2019s recommended candidate 4-3, requesting that the ROSH board recruit applications from residents in Granby Ranch.<\/p>\n<p class=\"STND-STND BodyText\">At Tuesday\u2019s board meeting, ROSH recommended 10 year Granby Ranch resident Tom Chaffin. Other Granby Ranch residents objected to the appointment, citing what they believe to be the misuse of funds by the ROSH board.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI have put $11,000 into ROSH and Granby Ranch has gotten zero towards Granby Ranch,\u201d one resident said. \u201cWe start looking into ROSH and find out they\u2019re doing dog parks and roofs for the museum. Things that have nothing to do with Granby Ranch.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Residents in Granby Ranch and Edgewater pay a 1% transfer fee on the second sale of their house and beyond. This money goes to the ROSH Foundation, a nonprofit, which was set up as part of the negotiations related to the annexation of the properties. ROSH\u2019s board then decides where this money is spent according to its bylaws.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe have to pay this 1% transfer fee or the deal doesn\u2019t go through,\u201d the homeowner continued. \u201cWe have no choice and now we have no say.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Another Granby Ranch homeowner brought up two letters sent to the town board in November from former Granby Ranch developer Marise Cipriani and the Granby Ranch Conservancy Board requesting ROSH be dissolved and the fee removed.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI would say I\u2019m against appointing anybody to the board at this time until we come up with a solution,\u201d the homeowner said.<\/p>\n<p class=\"STND-STND BodyText\">Dissolving ROSH would require majority votes by both the town board and the ROSH board, which is why the town has not acted on the letters.<\/p>\n<p class=\"STND-STND BodyText\">Trustee Natascha O\u2019Flaherty also raised questions about the spending by ROSH, including a check to the developer of <a href=\"https:\/\/www.skyhinews.com\/news\/owner-takes-dairy-apartments-to-market\/\">Dairy Apartments<\/a> even though some residents contend the housing, which is not deed restricted, should not considered affordable housing.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI really don\u2019t think we should vote on this because by putting people on the board, we are condoning these actions,\u201d O\u2019Flaherty said. \u201cI don\u2019t think we can say these are OK.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Town attorney Nathan Krob emphasized that the town board and the ROSH board are different entities with concurrent authority.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe ROSH board is designed to be an entirely separate board,\u201d Krob said. \u201cThe only role that (the town) board has any sort of control over is the membership and if they\u2019re going to dissolve. The decisions of the ROSH board, whether you condone them or not, have been their decisions.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The town board ultimately encouraged ROSH to communicate more with the Granby Ranch community. While Trustee Becky Johnson motioned to accept ROSH\u2019s recommendation of Shaffin, there was no second and no vote.<\/p>\n<p class=\"STND-STND BodyText\">The discussion will continue at the next town meeting with the hope that more members of Granby Ranch come forward as potential board members to better represent ROSH.<\/p>\n<p class=\"STND-STND BodyText\">In other business:<\/p>\n<p class=\"STND-STND BodyText\">\u2022 The Granby Police Department performed a ceremonial swearing in of its newest officer, <a href=\"https:\/\/www.skyhinews.com\/news\/former-israeli-officer-joins-granby-police-department\/\">David Sofer<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">\u2022 The board ratified a contract with a security company and approved the consent agenda, including accounts payable and minutes for previous meetings.<\/p>\n<p class=\"STND-STND BodyText\">\u2022 The mayor introduced Granby\u2019s new <a href=\"https:\/\/www.skyhinews.com\/news\/granby-hires-town-manager\/\">town manager<\/a>, Ted Cherry.<\/p>\n<p><a href=\"https:\/\/www.skyhinews.com\/news\/residentsquestionfoundationspending\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: Sky-Hi News<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The appointment of a new board member to the Recreation Open Space and Housing Foundation brought questions about the organization\u2019s spending and no vote at Tuesday\u2019s Granby Board of Trustees meeting.
