{"id":1304894,"date":"2019-03-06T06:43:28","date_gmt":"2019-03-06T13:43:28","guid":{"rendered":"https:\/\/www.vaildaily.com\/?p=449908"},"modified":"2019-03-06T06:43:28","modified_gmt":"2019-03-06T13:43:28","slug":"colorado-lawmakers-taking-second-crack-at-bill-that-would-allow-publicly-traded-marijuana-companies","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/colorado-lawmakers-taking-second-crack-at-bill-that-would-allow-publicly-traded-marijuana-companies\/","title":{"rendered":"Colorado lawmakers taking second crack at bill that would allow publicly traded marijuana companies"},"content":{"rendered":"<p>A bill that opens the door for out-of-state investors and private equity firms to wade into Colorado&#8217;s heavily regulated marijuana business waters passed its first lawmaking hurdle Monday.<\/p>\n<p>The Colorado House Finance Committee unanimously approved&nbsp;<a href=\"https:\/\/leg.colorado.gov\/bills\/hb19-1090\">House Bill 1090<\/a>, titled &#8220;Publicly Traded Marijuana Companies&#8221; with a handful of amendments, referring it to the Senate Appropriations Committee.<\/p>\n<p>The law would repeal a restriction limiting out-of-state owners with a stake in a local marijuana businesses to 15 individuals (a term that can include corporations), would do away with the requirement that all &#8220;passive&#8221; owners of marijuana businesses who do not make decisions about the businesses go through initial background checks and allow publicly traded entities to hold marijuana licenses in the state.<\/p>\n<p>It is a beefed-up version of&nbsp;<a href=\"https:\/\/www.thecannabist.co\/2018\/02\/28\/colorado-cannabis-out-of-state-publicly-traded-investors\/100142\/\">a law that passed through the Colorado Capitol in 2018<\/a>&nbsp;only to be&nbsp;<a href=\"https:\/\/www.denverpost.com\/2018\/06\/05\/hickenlooper-vetoes-autism-medical-marijuana-bill\/\">vetoed by Gov. John Hickenlooper<\/a>&nbsp;in June, after the state&#8217;s legislative session had ended. This time, sponsors have the full support of freshly minted Gov. Jared Polis.<\/p>\n<p>&#8220;This year, when we introduced a similar bill we got engagement from the executive branch we hadn&#8217;t seen before,&#8221; Rep.
