{"id":1309918,"date":"2019-05-04T23:00:01","date_gmt":"2019-05-05T05:00:01","guid":{"rendered":"https:\/\/www.postindependent.com\/commissioners-explain-what-it-would-take-to-support-core-act\/"},"modified":"2019-05-04T23:00:01","modified_gmt":"2019-05-05T05:00:01","slug":"commissioners-explain-what-it-would-take-to-support-core-act","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/commissioners-explain-what-it-would-take-to-support-core-act\/","title":{"rendered":"Commissioners explain what it would take to support CORE Act"},"content":{"rendered":"<p class=\"STND-STND BodyText\">Garfield County commissioners may support a bill that would permanently protect the Thompson Divide from oil and gas drilling if it is amended to allow methane extraction.<\/p>\n<p class=\"STND-STND BodyText\">At a special meeting Wednesday, the three commissioners spoke with John Whitney of Sen. Michael Bennet\u2019s Durango office about their concerns with the Colorado Outdoor Recreation Economy (CORE) Act, a broad public lands bill, which includes permanent moratorium on new oil and gas well leases.<\/p>\n<p class=\"STND-STND BodyText\">Commissioner Tom Jankovsky said Wednesday that adding provisions to capture methane in Garfield and Pitkin counties\u2019 part of the Thompson Divide would change how he looks at the bill.<\/p>\n<p class=\"STND-STND BodyText\">At a previous meeting, the commissioners refused to sign a letter of support for the CORE Act, despite previous support for withdrawing the divide from new oil and gas leases.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI feel this is a multiple-use area\u2026 [but] I\u2019m not of the belief that if someone drills, your water goes bad and you destroy the habitat,\u201d Jankovsky saidin February. \u201cI don\u2019t feel there should be permanent withdrawal.\u201d<\/p>\n<p class=\"STND-STND BodyText\">But Whitney indicated that a methane provision could be so the region could \u201ccapture methane that\u2019s venting into the atmosphere and put it to good use.\u201d<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think it could be a really good addition to the bill, if we can make the stakeholders and the counties come together on this and get more methane capture, I think we will have improved this legislative product,\u201d he said.<\/p>\n<p class=\"STND-STND BodyText\">A methane problem<\/p>\n<p class=\"STND-STND BodyText\">Defunct mines generate large amounts of methane stored underground, which leaks into the atmosphere.<\/p>\n<p class=\"STND-STND BodyText\">Methane is a far more potent greenhouse gas than carbon dioxide. One common disposal method is to burn it to turn in to CO2 and then vent it, but there are promising projects that could capture the energy in methane and turn it into electricity.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe can clean up the environment, and use the other stuff that we have thrown away to our advantage as a resource, instead of a detriment,\u201d Chair John Martin said Wednesday.<\/p>\n<p class=\"STND-STND BodyText\">Former Carbondale mayor Stacey Burnot, a member of the Thompson Divide Coalition, urged the commissioners to support permanent protection of the area as a way to further the Roaring Fork Valley economy\u2019s departure from mineral extraction.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe agriculture, recreation, tourism, and overall quality of life we have cultivated in our communities and our economies are dependent on the Thompson Divide as it is, which is why we have had such unanimous support over the years. Permanence is the assurance we need to protect the gains we\u2019ve made and ensure our investments in our future moving forward,\u201d Burnot said in a statement.<\/p>\n<p class=\"STND-STND BodyText\">The House version of the CORE Act has gone through committee, but hasn\u2019t made it further in either chamber.<\/p>\n<p class=\"STND-STND BodyText\">Colorado\u2019s Republican Sen. Cory Gardner has not supported the bill, but said in March that it needs more work.<\/p>\n<p class=\"STND-STND BodyText\">Gardner toldEagle County Commissioner Kathy Chandler-Henry that he \u2018won\u2019t block\u2019 the CORE Act, but has some concerns, including Garfield County\u2019s hesitation.<\/p>\n<p class=\"STND-STND BodyText\">The methane addition could bring Garfield County\u2019s support.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI see light at the end of the tunnel.
