{"id":1311284,"date":"2019-06-11T21:30:36","date_gmt":"2019-06-12T03:30:36","guid":{"rendered":"https:\/\/www.postindependent.com\/?p=980642"},"modified":"2019-06-11T21:30:36","modified_gmt":"2019-06-12T03:30:36","slug":"with-latest-appointee-ura-may-meet-for-the-first-time-this-summer-to-discuss-future-of-glenwood-springs-mall-properties","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/with-latest-appointee-ura-may-meet-for-the-first-time-this-summer-to-discuss-future-of-glenwood-springs-mall-properties\/","title":{"rendered":"With latest appointee, URA may meet for the first time this summer to discuss future of Glenwood Springs Mall properties"},"content":{"rendered":"<figure class=\"wp-block-image\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"379\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/rossura-gpi-032919.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/rossura-gpi-032919.jpg 620w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/rossura-gpi-032919-300x183.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><figcaption><strong>A few patrons walk through the Glenwood Mall Springs which has struggled to keep tenants for years, with most of the store fronts empty.<\/strong><br \/><em>Kyle Mills \/ Post Independent<\/em><\/figcaption><\/div>\n<\/figure>\n<p>Following the dismissal of Ross\u2019 lawsuit against the city, Tate Fairbanks has been appointed to the Urban Renewal Authority (URA) that may convene this summer.<\/p>\n<p>\u201c[Fairbanks] having an engineering background and her local roots will be an asset to the URA,\u201d Glenwood Springs Mayor Jonathan Godes said of the appointment, which City Council ratified.<\/p>\n<p>According to the appointee\u2019s Urban Renewal Application, Fairbanks lives in Glenwood Springs and works as a civil engineer and general contractor.<\/p>\n<p>Fairbanks now joins Garfield County Commissioner John Martin, Roaring Fork School District Board Member Shane Larson and the seven-member City Council leaving just one seat left to fill on the URA.<\/p>\n<p>The remaining taxing districts including entities like RFTA, CMC and the Library District will designate an appointee to the last remaining seat to represent their own collective interests.<\/p>\n<p>With ten of the eleven URA seats filled, the authority may assemble for the first time this summer, Glenwood Springs Assistant City Manager Jenn Ooton said Tuesday.<\/p>\n<p>FUNDING<br \/>\u201cIn the plan that City Council adopted it could only be municipal sales tax that could be used,\u201d Ooton explained of possible funding mechanisms. \u201cPotentially, it hasn\u2019t been put in place yet because the Urban Renewal Authority [and City Council] would have to move forward with that. But, the plan as written envisions that municipal sales tax could be used.\u201d<br \/>While municipal sales tax may see utilization, according to the West Glenwood Springs Urban Renewal Authority Plan that Council adopted at its Dec. 6 meeting, \u201cincremental property tax revenues will neither be collected nor used to further the objectives of the plan.\u201d<\/p>\n<p>FUTURE PLANS<br \/>The city has worked in conjunction with the owner of the two Glenwood Springs Mall properties located at 51027 Highway 6 and 24 \u2013 Frank Woods \u2013 to encourage redevelopment at the site. However, exactly what that redevelopment will look like still remains in question.<\/p>\n<p>\u201cWe don\u2019t have a vision other than unlocking the potential for that property,\u201d Godes said of the Glenwood Springs Mall. \u201cWhile some people have ideas of it being a Willits type development, other people would just like to see the current building reinvigorated,\u201d<\/p>\n<p>According to a conditions survey prepared by Ricker Cunningham for the city, the property area was deemed blighted as ten of the eleven eligible conditions existed. Of those eleven conditions, which included \u201cslum,\u201d \u201cthe existence of conditions that endanger life or property by fire or other causes\u201d and \u201cbuildings that are unsafe or unhealthy for persons to live or work in because of building code violations\u2026\u201d only one factor was not found by Ricker Cunningham.<\/p>\n<p>The one factor not present was \u201cfaulty lot layout in relation to size, adequacy, accessibility, or usefulness,\u201d the report stated.<\/p>\n<p>Added Godes, \u201cSomewhere we would just like to see economic vitality and foot traffic returned to that part of West Glenwood.
