The most recent proposal was <a href=\"https:\/\/www.postindependent.com\/news\/blm-returns-rmrs-quarry-application-a-second-time\/\">returned<\/a> by the BLM in April as incomplete.<\/p>\n<p>According to an <a href=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/07\/Mid-continent-FAQs-7-12-19.pdf\">updated BLM fact sheet<\/a> on the RMR application process, the environmental review cannot begin until a number of baseline studies are completed.<\/p>\n<p>Those include hydrologic, cave\/karst and ethnographic studies, biological and cultural surveys.<\/p>\n<p>The BLM also needs to complete a mineral exam to determine what sort of mining laws the quarry should fall under.<\/p>\n<p>Current BLM permits authorize so-called chemical-grade limestone, with specific uses, but other forms of limestone are what the BLM calls \u201ccommon variety,\u201d and subject to royalties<\/p>\n<p>RMR has been selling limestone boulders and crushed rock for a variety of purposes, and the BLM said it will address those uses through the environmental review process.<\/p>\n<p>Selling materials without a permit is part of the reason Garfield County found RMR out of compliance with its own permit in April.<\/p>\n<p>Unrelated to the expansion proposal, Garfield County commissioners ordered RMR to come under compliance by June 1.<\/p>\n<p>RMR <a href=\"https:\/\/www.postindependent.com\/news\/rmr-quarry-owners-sue-garfield-county-to-get-out-of-permit-violation-demands\/\">sued the county<\/a>, arguing that it does not have authority to enforce a permit that conflicts with federal agency guidance.<\/p>\n<p><em><a href=\"mailto:tphippen@postindependent.com\">tphippen@postindependent.com<\/a><\/em><\/p>\n<p> <a href=\"https:\/\/www.postindependent.com\/news\/rmr-resubmits-glenwood-springs-quarry-expansion-proposal-to-blm\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: Post Independent<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The back of the RMR Quarry located below the Glenwood Caverns Adventure Park.Chelsea Self Rocky Mountain Resources has again submitted a proposed expansion plan to the Bureau of Land Management, restarting a 30-day process to determine whether to begin formal review.
