{"id":1312753,"date":"2019-07-23T23:16:00","date_gmt":"2019-07-24T05:16:00","guid":{"rendered":"https:\/\/www.postindependent.com\/glenwood-springs-pz-turns-down-anb-banks-downtown-plan\/"},"modified":"2019-07-24T08:42:41","modified_gmt":"2019-07-24T14:42:41","slug":"glenwood-springs-pz-turns-down-anb-banks-downtown-plan","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/glenwood-springs-pz-turns-down-anb-banks-downtown-plan\/","title":{"rendered":"Glenwood Springs P&amp;Z turns down ANB Bank\u2019s downtown plan"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"465\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/07\/ANB-gpi-072319-2.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/07\/ANB-gpi-072319-2.jpg 620w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/07\/ANB-gpi-072319-2-300x225.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><figcaption><strong>Pedestrians pass in front of the existing building in the 900 block of Grand Avenue, where new property owner ANB Bank had plans for a new bank building.Glenwood Springs P&amp;Z denied the request Tuesday night.<\/strong><br \/><em>John Stroud \/ Post Independent<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">Glenwood Springs\u2019 Planning and Zoning Commission, after a lengthy and well-attended public hearing Tuesday night, unanimously denied ANB Bank\u2019s proposal to move into the 900 block of the city\u2019s downtown core.<\/p>\n<p class=\"STND-STND BodyText\">\u201cOur bank is considered a retail use,\u201d Bob Mattucci, who oversees real estate for ANB Bank, said before the seven P&amp;Z commissioners.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe sell money,\u201d he said.<\/p>\n<p class=\"STND-STND BodyText\">ANB Bank, which has over 30 locations spread across Colorado, Kansas and Wyoming, presented plans to operate out of a new 9,428-square-foot, two-story facility along Grand Avenue between the White River National Forest headquarters and Vicki Lee Green Realtors.<\/p>\n<p class=\"STND-STND BodyText\">ANB, which could appeal the decision to City Council, has plans to demolish the two existing, adjoined structures that date back to 1917 and currently house seven small businesses under lease.<\/p>\n<p class=\"STND-STND BodyText\">Those businesses include: KC\u2019s Wing House &amp; Sports Bar, Jewels &amp; Gems, Bellini\u2019s Fashion, Glenwood Spa and Nails, Tesseract Comics and Games, CPA Services Pro and the Glenwood Escape Room.<\/p>\n<p class=\"STND-STND BodyText\">One of those affected owners, Cheryl Guay of Jewels &amp; Gems, who has done business in Glenwood Springs for the last 35 years, questioned the direction the city was going as it pertained to development.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think like the other people that this is totally wrong. Why do we have eight banks in downtown Glenwood on Grand Avenue?\u201d Guay asked. \u201cIt seems like the downtown is going away, and I have a friend that said, \u2018Maybe we should change the name to Bankwood [Springs].\u2019\u201d<\/p>\n<p class=\"STND-STND BodyText\">Laura Speck, who owns the Silver Bead across the street at 927 Grand Ave., could not believe that ANB Bank was possibly going to move in across from her store, which has done business in town for going on 17 years.<\/p>\n<p class=\"STND-STND BodyText\">\u201cNever in a million years did anybody see this coming,\u201d Speck said of ANB\u2019s proposal. \u201cThis is devastating to our town. \u2026 [People] don\u2019t want a bank to come down and ruin the potential of this beautiful town that we live in.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Numerous members of the public commented against ANB\u2019s proposal during the meeting. Not a single member of the public commented in favor of it.<\/p>\n<p class=\"STND-STND BodyText\">However, the P&amp;Z\u2019s hands were tied, as the seven commissioners had to vet the proposal not as a bank but rather how it fit into the city\u2019s development code. Commissioner Tim Malloy pointed out that many of the bank\u2019s design elements did not fit the downtown\u2019s character.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis is basically a knockoff building that you can build anywhere in the country; the applicant as much as told us that,\u201d Malloy explained ahead of the commissioners\u2019 vote. \u201cAgain, I think this proposal fails miserably.\u201d<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe are bound by code to a huge degree \u2026 whether we like the project or not,\u201d Commissioner Sumner Schachter added. \u201cHowever, there is also I believe an understated ethical obligation to look after the welfare of the community.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Ultimately, P&amp;Z denied the request.
