{"id":1313102,"date":"2019-08-01T22:44:00","date_gmt":"2019-08-02T04:44:00","guid":{"rendered":"https:\/\/www.postindependent.com\/glenwood-council-approves-aggressive-new-tobacco-rules-and-regs\/"},"modified":"2019-08-01T22:44:00","modified_gmt":"2019-08-02T04:44:00","slug":"glenwood-council-approves-aggressive-new-tobacco-rules-and-regs","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/glenwood-council-approves-aggressive-new-tobacco-rules-and-regs\/","title":{"rendered":"Glenwood Council approves aggressive new tobacco rules and regs"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"410\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/smoking-gpi-032319.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/smoking-gpi-032319.jpg 620w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/03\/smoking-gpi-032319-300x198.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">Glenwood Springs City Council unanimously approved a first reading Thursday night of an ordinance that would impose new rules and regulations on tobacco and vaping products.<\/p>\n<p class=\"STND-STND BodyText\">\u201cFor the sake of saving lives and the lives of our children, I am going to make a motion that we do accept this ordinance,\u201d Councilor Steve Davis said. \u201cI think we should enact that as soon as possible, which I know will take council 90 days or so.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The ordinance, which requires a second reading, includes raising the purchasing age on tobacco products to 21 and older, licensing requirements for tobacco retailers and a ban on the sale of flavored tobacco products within city limits.<\/p>\n<p class=\"STND-STND BodyText\">Glenwood Springs remains the last municipality in the Roaring Fork Valley that allows 18-year-olds to purchase tobacco products. However, the driving force behind the ordinance was less about cigarettes and more about keeping vaping products out of the hands of children.<\/p>\n<p class=\"STND-STND BodyText\">\u201cOur middle schoolers are consuming e-cigarettes as a social activity. A group of them might come to the bathroom and share an e-cigarette,\u201d Roaring Fork Schools Superintendent Rob Stein said before council.<\/p>\n<p class=\"STND-STND BodyText\">\u201cBut then they get addicted and by the time they are in high school we are not seeing it as a social activity. We are seeing kids hide it in their hoodies because they are truly addicted and they need to keep feeding the addiction in order just to get through their day.\u201d<\/p>\n<p class=\"STND-STND BodyText\">However, many local business owners and employees in the industry argued that they were in strict compliance with tobacco laws and took issue with the flavor ban, specifically.<\/p>\n<p class=\"STND-STND BodyText\">Smoker Friendly government relations Vice President Mary Szarmach pointed out what a flavor ban on tobacco products would look like.<\/p>\n<p class=\"STND-STND BodyText\">\u201cA flavor ban, for instance, the way yours is written today, would prohibit premium cigars \u2014 a hand-rolled artisan product, very boutique, hundreds of years old \u2014 because those contain flavors,\u201d she said.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI am not sure that is exactly what you are after,\u201d Szarmach argued. \u201cI feel a little unhappy that we didn\u2019t get an opportunity as a retail community to even talk about this ordinance at all with the council members. I don\u2019t think that\u2019s very fair.\u201d<\/p>\n<p class=\"STND-STND BodyText\">City Council is also considering a possible ballot question that would impose a significant tax increase on the sale of tobacco products in Glenwood Springs, should voters approve it.
