{"id":1313645,"date":"2019-08-16T21:08:00","date_gmt":"2019-08-17T03:08:00","guid":{"rendered":"https:\/\/www.postindependent.com\/sixth-streets-roundabout-becomes-a-money-pit\/"},"modified":"2019-08-19T09:31:38","modified_gmt":"2019-08-19T15:31:38","slug":"sixth-streets-roundabout-becomes-a-money-pit","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/sixth-streets-roundabout-becomes-a-money-pit\/","title":{"rendered":"Sixth Street\u2019s roundabout becomes a money pit"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\">\n<div class=\"caption-container\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"attachment-large size-large wp-post-image\" src=\"https:\/\/www.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/08\/SixthLaurelroundabout-GPI-081719.jpg\" alt=\"\" width=\"620\" height=\"416\" \/><\/p>\n<\/div>\n<\/div><figcaption><strong>The bison art found in the roundabout near the intersection of 6th Street and Laurel north of the Colorado River in Glenwood Springs.<\/strong><br \/>\n<em>Chelsea Self \/ Post Independent<\/em><\/figcaption><\/figure>\n<p class=\"STND-STND BodyText\">The $1.1 million bid for the Sixth and Laurel roundabout landscaping project was unappealling for City Council, Thursday night.<\/p>\n<p class=\"STND-STND BodyText\">Arguably, as unappealing as the mulch, overgrown weeds and bison herd constructed from recycled wooden pallets that currently inhabits the area has been for the Sixth Street business community.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI know it is important to the businesses along Sixth Street that something gets done over there,\u201d Councilor Steve Davis said. \u201cThey don\u2019t think that the pallet art is at all amusing over there and they\u2019re over it.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Although council did not accept Gould Construction\u2019s $1.1 million bid \u2014 the only bid the city received for the project \u2014 it did direct staff to work with the local contractor to see what $600,000 could potentially bring to the roundabout instead.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis is a very important project. It is the gateway to Glenwood,\u201d Downtown Development Authority Executive Director Laura Kirk said. \u201cIt\u2019s a sense of pride for our community and we really need to think about what that looks like.\u201d<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think it\u2019s important to remember that it\u2019s more than just a roundabout,\u201d added Kirk.<\/p>\n<p class=\"STND-STND BodyText\">The original design, which called for the installation of lighting, irrigation and landscaping, did not adequately take into account the cost of traffic control necessary to complete the project.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe had $20,000 in for traffic control,\u201d Landscape Architect Shannon Murphy said. \u201cThe bid came back, and traffic control was a lot larger than that.\u201d<\/p>\n<p class=\"STND-STND BodyText\">According to City Engineer Terri Partch, the traffic control cost was approximately $200,000.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe [Downtown Development Authority], with all due respect, over-designs these projects and then expects the taxpayer to vote for them,\u201d Councilor Tony Hershey said. \u201cI just don\u2019t think that this project is fiscally responsible.\u201d<\/p>\n<p class=\"STND-STND BodyText\">City staff will now conduct \u201cvalue engineering\u201d with Gould Construction in an attempt to bring down the project\u2019s cost.<\/p>\n<p class=\"STND-STND BodyText\">One cost cutting idea proposed by Councilor Rick Voorhees included the possibility of getting local service clubs involved, akin to the Kiwanis Club\u2019s participation in Veltus Park\u2019s construction.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThere may be some opportunities here that are cost effective for the city. We\u2019ve got a couple of parks named for service clubs in the city as well,\u201d Voorhees said. \u201cMaybe a little friendly competition between them.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Although Voorhees called his own idea a little facetious, councilors were desperate to bring down the project\u2019s cost.<\/p>\n<p class=\"STND-STND BodyText\">As currently envisioned, the project\u2019s design would carry with it a $10,000 maintenance price tag annually, too.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWhen you\u2019re out there now it\u2019s a weed patch,\u201d Kirk said. \u201cIt doesn\u2019t say \u2018welcome to Glenwood.\u2019 \u2026 From the DDA\u2019s perspective we really need to do something there to create more of a welcoming statement.\u201d<\/p>\n<p class=\"STND-STND BodyText Tagline\"><a href=\"mailto:mabennett@postindependent.com\">mabennett@postindependent.com<\/a><\/p>\n<p><a href=\"https:\/\/www.postindependent.com\/news\/sixth-streets-roundabout-becomes-a-money-pit\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: Post Independent<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The bison art found in the roundabout near the intersection of 6th Street and Laurel north of the Colorado River in Glenwood Springs.
