{"id":1315043,"date":"2019-09-26T19:08:00","date_gmt":"2019-09-27T01:08:00","guid":{"rendered":"https:\/\/www.postindependent.com\/the-new-face-of-glenwood-springs-two-rivers-park-project-begins-oct-7\/"},"modified":"2019-09-27T16:20:06","modified_gmt":"2019-09-27T22:20:06","slug":"the-new-face-of-glenwood-springs-two-rivers-park-project-begins-oct-7","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/the-new-face-of-glenwood-springs-two-rivers-park-project-begins-oct-7\/","title":{"rendered":"\u2018The new face of Glenwood Springs\u2019: Two Rivers Park Project begins Oct. 7"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"386\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/09\/tworivers-gpi-092619.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/09\/tworivers-gpi-092619.jpg 620w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2019\/09\/tworivers-gpi-092619-300x187.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><\/p><figcaption><strong>A man walks with his dogs along the Colorado River near Two Rivers Park on a beautiful morning in Glenwood.<\/strong><br \/><em>Chelsea Self \/ Post Independent<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">After years of planning, a contract for Glenwood Springs\u2019 Two Rivers Park Project has been awarded, and construction will officially begin in October.<\/p>\n<p class=\"STND-STND BodyText\">In a narrow 4-3 vote held at a special City Council meeting, councilors awarded New Castle-based Heyl Construction a $2.63-million contract to complete the work.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think it\u2019s a wise use of money that the voters supported in the A&amp;I tax,\u201d said Councilor Charlie Willman.<\/p>\n<p class=\"STND-STND BodyText\">The city\u2019s A&amp;I bonding fund will pay for the vast majority of the project, which also received a few hundred thousand dollars in grant funding.<\/p>\n<p class=\"STND-STND BodyText\">The core elements of the project include a new boat ramp area, restrooms, shoreline restoration and river trail upgrades.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe [current] boat ramp will be replaced with a new, three-lane boat ramp,\u201d said Brian Smith, parks and recreation director. \u201cIt\u2019ll be concrete at a shallower grade that will allow you to back up with good sightlines.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The project also calls for the installation of a new restroom.<\/p>\n<p class=\"STND-STND BodyText\">Additionally, as part of the shoreline restoration, the contractor will remove industrial debris embedded in the riverbank and complete bank stabilization with a protected beach, trees and vegetation.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis park was built decades ago on top of that old industrial site with the plan to clean up the river bank as soon as possible. That cleanup has been delayed over and over again for several decades,\u201d said Councilor Steve Davis, who supported the project. \u201cEnough is enough.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The park\u2019s north and east trails will get also repaved with concrete and the contractor will remove the railroad bridge abutment in the Colorado River.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThere will be a nature river walk done along the riverbank there,\u201d said Smith.<\/p>\n<p class=\"STND-STND BodyText\">In January, the city received one bid for the project for approximately $4.68 million. After rebidding the work in July, however, the city received five bids, with the lowest one coming from Heyl Construction.<\/p>\n<p class=\"STND-STND BodyText\">For some on council, the project\u2019s $2 million-plus price tag was too high to support.<\/p>\n<p class=\"STND-STND BodyText\">\u201cMy vote was a vote of conservatism,\u201d said Mayor Jonathan Godes who did not vote in favor of the project. \u201cIt is one of our most heavily used parks, and I think it is going to be great. I just didn\u2019t think it was great for that price tag at this point in time.\u201d<\/p>\n<p class=\"STND-STND BodyText\">According to a news release, all of Two Rivers Park \u2014 including its boat ramp along the Colorado River \u2014 will close beginning Oct. 7 and will remained closed at least through April 2020.<\/p>\n<p class=\"STND-STND BodyText\">Pedestrians and cyclists will be unable to enter the park from the Rio Grande Trail pedestrian bridge and will get redirected to Sixth Street.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe riverbank is littered with re-bar, old car bodies and industrial waste left over from an old industrial site,\u201d said Davis. \u201cIt has been redesigned and re-engineered a number of times, working through compromises in order to achieve the greatest bang for our buck at the most highly used and highly visible park in our community and this part of Colorado.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Nearly 300,000 residents and tourists use Two Rivers Park annually, and approximately 122,000 use its boat ramp every year, according to Smith.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe really hope that this project will be the new face of Glenwood Springs,\u201d said Smith. \u201cIt will provide a beautiful new front for the city.\u201d<\/p>\n<p class=\"STND-STND BodyText\"><span class=\"Body Copy Italic\"><a href=\"mailto:mabennett@postindependent.com\">mabennett@postindependent.com<\/a><\/span><\/p>\n<p> <a href=\"https:\/\/www.postindependent.com\/news\/the-new-face-of-glenwood-springs-two-rivers-park-project-begins-oct-7\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: Post Independent<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A man walks with his dogs along the Colorado River near Two Rivers Park on a beautiful morning in Glenwood.Chelsea Self \/ Post Independent After years of planning, a contract for Glenwood Springs\u2019 Two Rivers Park Project has been awarded, and construction will officially begin in October.
