The placement of the beams periodically shut down the temporary pedestrian bridge as well as an overnight full closure of the Grand Avenue bridge.<\/strong><br \/><em>Chelsea Self \/ Post Independent |<\/em><\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p>Even though 2018 <a href=\"https:\/\/www.postindependent.com\/news\/photos-grand-avenue-bridge-time-capsule-dedication-and-ribbon-cutting-ceremony\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"brought the completion (opens in a new tab)\">brought the completion <\/a>of the new Grand Avenue Bridge in downtown Glenwood Springs connecting state Highway 82 to Interstate 70, the <a href=\"https:\/\/www.postindependent.com\/news\/cdot-to-get-it-right-on-bridge-overhaul\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"discussion began (opens in a new tab)\">discussion began<\/a> \u2014 or was resurrected \u2014 in 2011.<\/p>\n<p>CDOT had long wanted to replace the aging and functionally obsolete bridge for years. In the late 1990s, the city won the initial battle over a plan to build a wider, more intrusive, cookie-cutter bridge.<\/p>\n<p>It would have followed the historic straight-shot alignment from Eighth Street, hop-scotching Seventh Street, the Union Pacific Railroad, the Colorado River and I-70, and using Sixth and Laurel as the final connection to I-70 \u2014 just as it had been since the 1950s.<\/p>\n<p>That option was still on the table when CDOT returned in 2011, but so were several other <a href=\"https:\/\/www.postindependent.com\/news\/grand-avenue-bridge-down-to-four-options\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"options (opens in a new tab)\">options<\/a> \u2014 including the current curved alignment from downtown Glenwood directly to I-70, with all the bells and whistles you see today.<\/p>\n<p>It was a long, heated debate. <a href=\"https:\/\/www.postindependent.com\/news\/local\/citizen-group-asks-glenwood-springs-residents-to-vote-on-grand-avenue-bridge-questions\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"One contingent (opens in a new tab)\">One contingent<\/a> wanted to see the bridge replacement scrapped altogether in favor of further study and action on a bypass route that would take Highway 82 off of Grand Avenue.<\/p>\n<p>Traveling on into the new decade after completion of <a href=\"https:\/\/www.postindependent.com\/news\/27th-street-bridge-reopens-thursday-afternoon\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"another bridge replacement (opens in a new tab)\">another bridge replacement<\/a> at 27th Street, look for the debate to renew over the long-proposed South Bridge project.<\/p>\n<h4>\u2018Legalize it, don\u2019t criticize it\u2019<\/h4>\n<p>A trial run into the new era of legal marijuana came with the advent of medical marijuana shops that began popping up across Colorado in the late 2000s following voter approval of Amendment 20 at the start of the new century.<\/p>\n<p>But it wasn\u2019t until the historic approval of Amendment 64 in the November 2012 election that the legal sale of marijuana for recreational use came about.<\/p>\n<div class=\"p402_hide\">\n<figure class=\"wp-block-image size-large\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/PotRegs-GPI-072013-2-1-765x1240.jpg\" alt class=\"wp-image-242552\" width=\"383\" height=\"620\" srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/PotRegs-GPI-072013-2-1-765x1240.jpg 765w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/PotRegs-GPI-072013-2-1-92x150.jpg 92w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/PotRegs-GPI-072013-2-1-200x325.jpg 200w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/PotRegs-GPI-072013-2-1.jpg 1600w\" sizes=\"auto, (max-width: 383px) 100vw, 383px\"><figcaption><strong>Medical marijuana patients sit at the bud-tending counter at a dispensary in Glenwood Springs in this 2013 file photo.<\/strong><br \/><em>Staff Photo |<\/em><\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p>Even then, it took another couple of years before the regulatory measures were put in place at the state and local levels to treat marijuana sales basically the same as alcohol, which was the intent of A64.<\/p>\n<p>In <a href=\"https:\/\/www.postindependent.com\/news\/local\/glenwood-springs-council-set-to-hash-out-marijuana-regulations\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Glenwood Springs (opens in a new tab)\">Glenwood Springs<\/a>, after the initial question of whether marijuana sales would be allowed at all was answered with a resounding \u201cyes,\u201d it took a couple of <a href=\"https:\/\/www.postindependent.com\/news\/local\/glenwood-council-vows-quick-pot-rules-review\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"starts and stops and restarts (opens in a new tab)\">starts and stops and restarts<\/a> before the playing field was ready.<\/p>\n<p>Neighboring <a href=\"https:\/\/www.postindependent.com\/news\/local\/marathon-meeting-in-carbondale-yields-tighter-pot-regs\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Carbondale (opens in a new tab)\">Carbondale<\/a> took the lead in opening the very first marijuana shop in <a href=\"https:\/\/www.postindependent.com\/news\/county-commissioners-oppose-amendment-64\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Garfield County (opens in a new tab)\">Garfield County<\/a>, and by decade\u2019s end, five of the six GarCo municipalities had followed suit in allowing legal weed. New Castle remains the lone holdout, but look for that debate to continue into the new decade as well.<\/p>\n<h4>Unhealthy situation<\/h4>\n<p>The Affordable Care Act, a.k.a. \u201cObamacare,\u201d was intended to lower the cost of health insurance and expand access to Medicaid across the U.S.<\/p>\n<p>But Garfield County and other rural and resort-area communities in Colorado found themselves in a <a rel=\"noreferrer noopener\" aria-label=\"unique dilemma (opens in a new tab)\" href=\"https:\/\/www.postindependent.com\/news\/local\/health-care-in-the-high-country-why-it-costs-more\/\" target=\"_blank\">unique dilemma<\/a> where insurance costs on the individual market ended up being the highest in the entire country due to a variety of factors related to health care costs, access to health care and lack of competition in the insurance market.<\/p>\n<div class=\"p402_hide\">\n<figure class=\"wp-block-image size-large\">\n<div class=\"caption-container\"><img decoding=\"async\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1-978x1240.jpg\" alt class=\"wp-image-77413\" srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1-978x1240.jpg 978w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1-118x150.jpg 118w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1-256x325.jpg 256w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1-489x620.jpg 489w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2016\/06\/insurance-vdn-102715-1.jpg 2000w\" sizes=\"(max-width: 978px) 100vw, 978px\"><figcaption><strong>Health insurance costs in Eagle County and the rest of Western Colorado were already among the nation\u2019s highest. |<\/em><\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p>As the debate over Obamacare raged on the national front, it also <a href=\"https:\/\/www.postindependent.com\/news\/local\/angst-widespread-at-health-insurance-forum\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"played out (opens in a new tab)\">played out<\/a> in state and local politics and continues to dominate the discussion headed into the <a href=\"https:\/\/www.postindependent.com\/news\/garfield-county-exploring-health-insurance-cooperative-in-hopes-of-lower-coverage-costs\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"new decade (opens in a new tab)\">new decade<\/a>.<\/p>\n<h4>\u2018This land is your land \u2026\u2019<\/h4>\n<p>Debates over the use of federally owned public lands in our midst also made headlines throughout the decade.<\/p>\n<p>There was the fight to protect the so-called Thompson Divide region southwest of Glenwood Springs and the top of the <a href=\"https:\/\/www.postindependent.com\/news\/local\/roan-plateau-leases-officially-canceled\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Roan Plateau (opens in a new tab)\">Roan Plateau<\/a> between Rifle and Parachute from oil and gas development.<\/p>\n<p>A <a rel=\"noreferrer noopener\" aria-label=\"compromise (opens in a new tab)\" href=\"https:\/\/www.postindependent.com\/news\/local\/regional-is-roan-gas-deal-a-model-for-thompson-divide\/\" target=\"_blank\">compromise<\/a> to keep drilling and well pads at the base of the Roan was often referenced in the battle to prevent drilling within the sprawling Thompson Divide region.<\/p>\n<div class=\"p402_hide\">\n<figure class=\"wp-block-image size-large\">\n<div href=\"https:\/\/www.postindependent.com\/news\/local\/settlement-snuffs-development-of-18-gas-leases-in-thompson-divide\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"cancel some two dozen undeveloped gas leases (opens in a new tab)\">cancel some two dozen undeveloped gas leases<\/a> in the rugged backcountry, but the war rages on over proposed permanent protections contained in the <a href=\"https:\/\/www.postindependent.com\/news\/house-approves-core-act-including-thompson-divide-protections-heads-to-senate\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"CORE Act (opens in a new tab)\">CORE Act<\/a> that\u2019s been approved by the House but has yet to be taken up by the Senate.<\/p>\n<p>Concerns about <a rel=\"noreferrer noopener\" aria-label=\"overuse (opens in a new tab)\" href=\"https:\/\/www.postindependent.com\/news\/house-approves-core-act-including-thompson-divide-protections-heads-to-senate\/\" target=\"_blank\">overuse<\/a> and <a rel=\"noreferrer noopener\" aria-label=\"exploitation (opens in a new tab)\" href=\"https:\/\/www.postindependent.com\/news\/liquido-active-ticketed-faces-fines-for-entering-hanging-lake\/\" target=\"_blank\">exploitation<\/a> of the Hanging Lake area in Glenwood Canyon led to the new hiking permit and shuttle system that was implemented in 2019. <a href=\"https:\/\/www.postindependent.com\/news\/local\/new-hanging-lake-rules-aimed-at-creating-better-visitor-experience\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"The measures (opens in a new tab)\">The measures<\/a>, including a limit on daily permits allowed, came in an effort to control the number of people on the trail and at the pristine lake feature.<\/p>\n<div class=\"p402_hide\">\n<figure class=\"wp-block-image size-large\">\n<div class=\"caption-container\"><img decoding=\"async\" aria-label=\"ramifications (opens in a new tab)\">ramifications<\/a> from Glenwood Springs City Hall all the way up to the White House.<\/p>\n<p>Putting on this journalist\u2019s 2020 vision goggles,
