{"id":1319101,"date":"2020-03-26T12:17:44","date_gmt":"2020-03-26T18:17:44","guid":{"rendered":"https:\/\/www.postindependent.com\/?p=995052"},"modified":"2020-03-26T12:17:44","modified_gmt":"2020-03-26T18:17:44","slug":"coronavirus-stings-aspen-area-construction-projects","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kske\/local-news\/coronavirus-stings-aspen-area-construction-projects\/","title":{"rendered":"Coronavirus stings Aspen-area construction projects"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\"> <img loading=\"lazy\" decoding=\"async\" width=\"1020\" height=\"632\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/Aspen-construction.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/Aspen-construction.jpg 1020w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/Aspen-construction-300x186.jpg 300w, https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/Aspen-construction-768x476.jpg 768w\" sizes=\"auto, (max-width: 1020px) 100vw, 1020px\"><figcaption><strong>Construction on the Chatlet Condominiums on Original Street continues in Aspen on Tuesday, March 24, 2020.<\/strong><br \/><em>Kelsy Brunner\/The Aspen Times<\/em><\/figcaption><\/div>\n<\/figure>\n<p>The Great Recession might have slowed construction activity in Aspen, but it has taken a global pandemic to stop it entirely.<\/p>\n<p>Under Pitkin County\u2019s&nbsp;<a href=\"https:\/\/www.aspentimes.com\/news\/new-pitkin-county-order-limits-business-and-asks-tourists-to-leave-area\/\" target=\"_blank\" rel=\"noopener noreferrer\">latest health order issued Monday<\/a><i class=\"fas fa-external-link-alt\"><\/i>, all residential and commercial construction sites must be closed by April 1, while they are allowed to continue \u201cminimum basic operations\u201d until March 31 \u201cfor the purpose of safely securing and closure of their construction site.\u201d<\/p>\n<p>Workers also must adhere to such social-distancing suggestions such as keeping at least 6 feet away from another individual.<\/p>\n<p>The order takes effect until at least April 17 and halts such projects as the new city offices on Rio Grande Place and the city\u2019s public-private development of three employee-housing projects, as well as private sector jobs.<\/p>\n<p>\u201cI think it\u2019s the best choice for the community and delay that work for a few weeks,\u201d&nbsp;<a href=\"https:\/\/www.aspentimes.com\/news\/novel-coronavirus-qa-with-aspen-city-manager-sara-ott\/\" target=\"_blank\" rel=\"noopener noreferrer\">City Manager Sara Ott<\/a><i class=\"fas fa-external-link-alt\"><\/i>&nbsp;told Aspen City Council during its meeting Tuesday. Ott said she did not consider the city offices or the housing developments to fall under the \u201cessential infrastructure projects\u201d that are exempt from the order.<\/p>\n<p>\u201cFrom my interpretation of that public health order, I do not believe (the new city offices) should be under construction during that order,\u201d she said.<\/p>\n<p>The order also exempts \u201cplumbers, electricians, exterminators, internet or broadband providers and other service providers who offer services that are necessary to maintaining the safety, sanitation and essential operation of residences, essential activities, and essential businesses.\u201d<\/p>\n<p>Other notable projects in Aspen that are coming to a halt include developer Mark Hunt\u2019s boutique hotel project at the old Crystal Palace dinner theater location on the 300 block of East Hyman Avenue, as well as&nbsp;<a href=\"https:\/\/www.aspentimes.com\/news\/construction-of-new-bank-on-aspens-main-street-set-to-begin\/\" target=\"_blank\" rel=\"noopener noreferrer\">construction of a building&nbsp;<\/a><i class=\"fas fa-external-link-alt\"><\/i>that will house a Chase Bank branch at 232 E. Main St., site of the former Conoco service station.<\/p>\n<p>Demolition of the gas station is set for Thursday, in order to have that element of the project completed before the health order takes effect, said Spiro Tsaparas, CEO of Chicago-firm Centaur Construction, which is Hunt\u2019s development partner on the bank and boutique hotel projects.<\/p>\n<p>\u201cWhen you stop in the middle of a construction project, you really have to think hard about what you\u2019re going to do,\u201d Tsaparas said, saying his team has been working with city engineers since the announcement was made.<\/p>\n<p>He added, \u201c(It\u2019s) not like there\u2019s an expert on this right now. We\u2019ve never dealt with something like this.\u201d<\/p>\n<p>The old Crystal Palace site currently has what Tsaparas called a \u201c30-foot hole.\u201d<\/p>\n<p>\u201cWe are working with engineers to identify any risks that we should be looking for,\u201d he said. \u201cWe want to be safe. We are going to continue this and we are going to finish. We have support from Mark Hunt and he has tremendous support from his financiers.\u201d<\/p>\n<p>The most recent data available from the city\u2019s building department shows it processed 1,183 permit and land-use cases from January through September 2019 with an overall value of $241.4 million, the third time in the past decade that figure surpassed the $200 million mark. The others came in 2017 ($255.5 million) and 2016 ($297.8 million).<\/p>\n<p>The construction trade also accounted for $70.3 million in taxable sales in Aspen in 2019, according to city finance records.<\/p>\n<p>The constructions stoppage is part of a greater public order closing all non-essential retail businesses in Pitkin County and encouraging visitors and second-home owners to leave because of the coronavirus pandemic. Restaurants and bars can only operate through takeout and delivery services; dining in is prohibited.<\/p>\n<p>Steven Hansen, owner of Hansen Construction in Aspen, said the financial stakes are too high for many construction employees who will be put out of work.<\/p>\n<p>\u201cIt\u2019s difficult for all of the restaurants and retail, and now they\u2019re making it worse,\u201d he said. \u201cI don\u2019t understand why they\u2019re taking this position.\u201d<\/p>\n<p>Hansen Construction has several residential projects in Aspen that must be suspended under the order, Hansen said. All of his company\u2019s sites have temperature sensors to check employees for fevers and handwashing stations, among other measures to ensure a safe working environment, he said.<\/p>\n<p>\u201cIt\u2019s a horrible infection,\u201d he said of COVID-19, \u201cand I think we\u2019ve been very careful.\u201d<\/p>\n<p>His company\u2019s projects in Denver and Boulder remain ongoing because health orders there have exempt construction projects.<\/p>\n<p>In Aspen, however, \u201cwe\u2019re scaling back so we can shut (the sites) down as of March 31 for the directive of the building department, and making them safe and trying to put in as much waterproofing as we can in the short term.\u201d<\/p>\n<p>Tsaparas said he understands the county\u2019s position.<\/p>\n<p>\u201cThe reality is construction workers are carpooling from neighboring counties, spending and hour and a half in the car with the windows up and sitting together,\u201d he said, noting the Roaring Fork Valley has yet to see the full impacts of the coronavirus.<\/p>\n<p><a href=\"mailto:rcarroll@aspentimes.com\" target=\"_blank\" rel=\"noopener noreferrer\">rcarroll@aspentimes.com<\/a><i class=\"fas fa-external-link-alt\"><\/i><\/p>\n<p><a href=\"https:\/\/www.postindependent.com\/news\/coronavirus-stings-aspen-area-construction-projects\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: Post Independent<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Construction on the Chatlet Condominiums on Original Street continues in Aspen on Tuesday, March 24, 2020.Kelsy Brunner\/The Aspen Times The Great Recession might have slowed construction activity in Aspen, but it has taken a global pandemic to stop it entirely.
