FEMA must certify that the property is no longer in the floodplain and that the work to achieve that goal didn\u2019t create problems downstream on the Roaring Fork River.<\/p>\n<p class=\"STND-STND BodyText\">The high-profile site is sandwiched between Two Rivers Road and the Roaring Fork River, west of Midland Avenue. It was the former site of the Pan and Fork Mobile Home Park.<\/p>\n<p class=\"STND-STND BodyText\">The Basalt Town Council voted unanimously in February to <a id=\"N0x19ccff0N0x1a2e630:N0x19ccff0N0x19b0e20\" href=\"https:\/\/www.aspentimes.com\/news\/local\/basalt-council-grants-final-approval-for-pan-and-fork-project\" target=\"_blank\" rel=\"noopener noreferrer\">approve a plan<\/a> by a development group headed by local businessman Tim Belinski. Highlights include 24 residences of various sizes and 11,500 square feet of commercial space, including a 3,000-square-foot restaurant intermingled with the park. The nonprofit Art Base will build its new home on the property.<\/p>\n<div class=\"row\">\n<div class=\"col\" readability=\"6\">\n<div class=\"row gspi-donation gspi-donation-mobile p-0\" readability=\"7\">\n<div class=\"col-xl-4 p-2\">\n<div data-bg=\"url(https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/PI-logo-white.png)\" class=\"p-0 mt-2 mb-2 h-75 text-center rocket-lazyload\">\n<p><img decoding=\"async\" src=\"https:\/\/cdn.postindependent.com\/wp-content\/uploads\/sites\/6\/2020\/03\/PI-logo-white.png\" class=\"logo m-0 p-0 invisible\"><\/p>\n<\/div>\n<\/div>\n<p><h3 class=\"d-inline mr-3\">Support Local Journalism<\/h3>\n<p><button class=\"btn d-inline\" type=\"button\" onclick=\"handleDonationButtonClickMidArticle()\">Donate<\/button><\/p>\n<\/div>\n<p><\/div>\n<\/div>\n<p class=\"STND-STND BodyText\">At the time of approval, Belinski estimated the first phase of construction would start in March 2021.<\/p>\n<p class=\"STND-STND BodyText\">His group cannot proceed until FEMA issues what\u2019s known as a Letter of Map Revision \u2014 essentially a certification that the site is no longer in the floodplain. The $30,000 cost of that process will be divided between the town government, Belinski\u2019s group and Roaring Fork CDC.<\/p>\n<p class=\"STND-STND BodyText\">Mahoney said that letter couldn\u2019t be pursued until a development plan was approved. The FEMA letter should be issued before the end of the year, he said.<\/p>\n<p class=\"STND-STND BodyText\">In addition to development on half of the site, the town is under contract to buy an additional acre to expand its existing river park. The cost is $1.34 million. Funding will come from the dedicated sales tax for parks, open space and trails.<\/p>\n<p class=\"STND-STND BodyText\">The town has approved a plan for park amenities and was slated to spend about $750,000 in dedicated funds this year. The work was placed on hold in an abundance of caution because of economic uncertainty created by the coronavirus crisis, Mahoney said.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe actual groundbreaking won\u2019t happen until 2021,\u201d he said.<\/p>\n<p class=\"STND-STND BodyText\">The town-owned property along the Roaring Fork River can still be used this summer. There are just barebones amenities on it.<\/p>\n<p class=\"STND-STND BodyText\">The remaining portion of the property is still owned by the Roaring Fork Community Development Corp. and remains cordoned off with black construction fencing.
