{"id":800680,"date":"2019-10-24T14:30:14","date_gmt":"2019-10-24T20:30:14","guid":{"rendered":"https:\/\/www.summitdaily.com\/?p=373479"},"modified":"2019-10-24T14:30:14","modified_gmt":"2019-10-24T20:30:14","slug":"letter-to-the-editor-i-dont-trust-prop-cc-money-will-be-used-as-promised","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/ksmt\/local-news\/letter-to-the-editor-i-dont-trust-prop-cc-money-will-be-used-as-promised\/","title":{"rendered":"Letter to the editor: I don\u2019t trust Prop CC money will be used as promised"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/cdn.summitdaily.com\/wp-content\/uploads\/sites\/2\/2019\/06\/LettersWebCard-SDN1.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p>Proponents of more education funding often portray opponents<br \/>\nas those who don\u2019t care about our children\u2019s future.<\/p>\n<p>My husband passed away in 2016, and I have presented three<br \/>\npersonal scholarships in his memory to deserving Summit High School students.<br \/>\nIt\u2019s&nbsp; an honor to give, and it goes<br \/>\ndirectly to the student\u2019s college.<\/p>\n<p>One of the issues I have with Proposition CC is trust.<br \/>\nUnlike my scholarship, I don\u2019t&nbsp; trust<br \/>\nadditional monies will be used as promised.<\/p>\n<p>Since our Taxpayer Bill of Rights in 1992, our population<br \/>\nhas grown by 60% yet our state budget has increased over 300%. Ten years ago,<br \/>\nour budget was $19 billion and is now $32 billion.<\/p>\n<p>TABOR requires tax increase voter approval, and our state<br \/>\nhas gotten around that by passing fees.<\/p>\n<p>The 2009 Hospital Provider Fee gives $600 million more per<br \/>\nyear for roads and schools. FASTER fees provide $250 million more per year.<\/p>\n<p>In 2005, Referendum C gave the state $2.1 billion more for<br \/>\neducation, health care and transportation.<\/p>\n<p>Proposition CC is a statute, not a constitutional amendment.<br \/>\nThe next legislature can use the money wherever.<\/p>\n<p>I believe in quality education and that more money doesn\u2019t guarantee<br \/>\nbetter results. One-third of Colorado high school graduates who go on to<br \/>\ncollege have to take remedial classes in core subjects. College preparedness<br \/>\nresults in English, science and math are less than 40%. It isn\u2019t about more<br \/>\nmoney; it\u2019s about standards and accountability.<\/p>\n<p>There is a problem with allocation. We need to lock money<br \/>\ninto areas and prioritize. Since 1990, our education budget is up 20%, but<br \/>\nteachers pay is down 20%.<\/p>\n<p>Gov. Jared Polis said TABOR would require a tax refund of<br \/>\n$1.7 billion in the near future.
