This is the booking area in the Eagle County jail.<\/strong><br \/><em>Daily file<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">EAGLE \u2014 Quarantines cut crime rates.<\/p>\n<p class=\"STND-STND BodyText\">Jail populations around Colorado\u2019s Fifth Judicial District \u2014 Summit, Eagle, Lake and Clear Creek counties \u2014 are down an average of 43%, a combination of an early release program and inmates finishing their sentences along with fewer people being arrested, law enforcement officials say.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe greatest reduction in population is due to fewer intakes into the facility,\u201d said Capt. Greg Van Wyk, a detentions officer with the Eagle County Sheriff\u2019s Office. \u201cAs fewer arrests are coming in, inmates completing their sentences are reducing the overall population. The vast majority of our populations are presentenced inmates awaiting court dates that have been delayed due to COVID-19.\u201d<\/p>\n<p class=\"STND-STND BodyText\">In Vail, for example, police arrested 34 people between March 1-27, down from 64 over the same period in 2019.<\/p>\n<div class=\"row\">\n<div class=\"col\">\n<div class=\"row sd-donation p-0\">\n<div class=\"col-xl-4 p-2\">\n<div data-bg=\"url(https:\/\/cdn.summitdaily.com\/wp-content\/uploads\/sites\/2\/2020\/03\/SDN-logo-white-1.png)\" class=\"p-0 mt-2 mb-2 h-75 text-center rocket-lazyload\"><img decoding=\"async\" src=\"https:\/\/cdn.summitdaily.com\/wp-content\/uploads\/sites\/2\/2020\/03\/SDN-logo-white-1.png\" class=\"logo m-0 p-0 invisible\"><\/div>\n<\/div>\n<div data-bg=\"url(https:\/\/cdn.summitdaily.com\/wp-content\/uploads\/sites\/2\/2020\/03\/sdn-banner-paypal.jpg)\" class=\"col-xl-8 p-3 text-center rocket-lazyload\">\n<h3 class=\"d-inline mr-3\">Support Local Journalism<\/h3>\n<p><button class=\"btn d-inline\" type=\"button\"><a href=\"https:\/\/www.summitdaily.com\/donate\/?utm_source=website&amp;utm_medium=news%20article&amp;utm_campaign=donation\">Donate<\/a><\/button><\/div>\n<\/div>\n<p><\/div>\n<\/div>\n<p class=\"STND-STND BodyText\">In March 2019, Vail police handled 35 deceptive use of ski facilities cases, or ski pass fraud. In March 2020, there were eight.<\/p>\n<p class=\"STND-STND BodyText\">In February, the average daily number of Eagle County jail inmates was 55.7. That was down to 38 on Friday, Van Wyk said. The jail will hold as many as 110 prisoners.<\/p>\n<p class=\"STND-STND BodyText Subhead\">Four other factors<\/p>\n<p class=\"STND-STND BodyText\">Along with fewer arrests, inmate numbers are being reduced due to a combination of measures, including:<\/p>\n<p class=\"STND-STND BodyText ListBullet\">Prompt detention hearings for arrestees who have coronavirus symptoms.<\/p>\n<p class=\"STND-STND BodyText ListBullet\">Bond reduction for inmates who are a low risk to public safety, with some releases requiring electronic monitoring.<\/p>\n<p class=\"STND-STND BodyText ListBullet\">Using a felony summons, a written promise to appear at a future date, instead of arresting someone.<\/p>\n<p class=\"STND-STND BodyText ListBullet\">Reducing previously imposed sentences and giving selected inmates early release.<\/p>\n<p class=\"STND-STND BodyText\">Van Wyk said corrections officers have been working with judges, the District Attorney\u2019s Office and the Public Defender\u2019s Office, encouraging inmates to write letters to the judges in their cases.<\/p>\n<p class=\"STND-STND BodyText\">Inmates also earn \u201cgood time,\u201d up to 13 days per month off their sentence, if they work in the jail on things such as maintenance projects, Van Wyk said.<\/p>\n<p class=\"STND-STND BodyText Subhead\">COVID and crime<\/p>\n<p class=\"STND-STND BodyText\">Then there\u2019s COVID-19. Inmates have a \u201cheightened potential\u201d for infection. That prompted law enforcement officials across the four-county Fifth Judicial District to minimize the risks by reducing jail populations, the District Attorney\u2019s Office said.<\/p>\n<p class=\"STND-STND BodyText\">\u201cOur goal is keeping jail populations at the lowest possible levels that can simultaneously ensure public safety and lowers risks of coronavirus community and inmate infection, is our goal,\u201d Lake County Sheriff Amy Reyes said in an announcement Friday.<\/p>\n<p class=\"STND-STND BodyText Subhead\">Also eying state prisons<\/p>\n<p class=\"STND-STND BodyText\">Along with local jails, inmates in state prisons who pose minimal public safety risks are also under consideration for early release. Those will not include people convicted of violent crimes and sex offenders, District Attorney Bruce Brown said.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIf we are going to release sentenced prisoners, we need to be careful that we don\u2019t sacrifice public safety at the altar of public health,\u201d Brown said. \u201cWe will be careful to consult with victims before taking these extraordinary steps, releasing people once deemed by a court unsuitable to be in our community.\u201d<\/p>\n<p class=\"STND-STND BodyText\">An executive order earlier this week by Gov.
