{"id":2416551,"date":"2018-12-26T19:36:00","date_gmt":"2018-12-27T02:36:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspens-mayoral-race-will-be-among-four-candidates\/"},"modified":"2018-12-26T19:36:00","modified_gmt":"2018-12-27T02:36:00","slug":"aspens-mayoral-race-will-be-among-four-candidates","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspens-mayoral-race-will-be-among-four-candidates\/","title":{"rendered":"Aspen\u2019s mayoral race will be among four candidates"},"content":{"rendered":"<p class=\"STND-STND BodyText\">Longtime Aspenite and former City Council member Torre has entered the mayoral race.<\/p>\n<p class=\"STND-STND BodyText\">Torre turned in his nominating petition to the City Clerk&#8217;s Office on Wednesday, which was the deadline for candidates to declare their desire to run for elected office.<\/p>\n<p class=\"STND-STND BodyText\">He joins three other candidates hoping to fill the two-year term. Other candidates are council members Adam Frisch and Ann Mullins and Cale Mitchell, who is a newcomer to Aspen politics.<\/p>\n<p class=\"STND-STND BodyText\">Torre, who served on council from 2003 to 2007 and again in 2009 to 2013, said he had been considering a bid for council but after discussing his candidacy with people in the community, they encouraged him to run for mayor.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;I do see a need for a different kind of leadership,&#8221; he said Wednesday.<\/p>\n<p class=\"STND-STND BodyText\">This is Torre&#8217;s sixth bid for mayor. He lost in 2001, 2005, 2007, 2013 and 2015. He also ran for council in <a id=\"N0x120eb30N0x120ff20:N0x120eb30N0x128c390\" href=\"https:\/\/www.aspentimes.com\/news\/mullins-re-elected-to-aspen-city-council-torre-and-hauenstein-in-runoff\/\">2017<\/a> and lost in a runoff with current councilman Ward Hauenstein.<\/p>\n<div id=\"single-mid-script\" class=\"p402_hide\">\n<h2>Recommended Stories For You<\/h2>\n<\/p><\/div>\n<p class=\"STND-STND BodyText\">&#8220;My interest is always to be active and participate,&#8221; he said.<\/p>\n<p class=\"STND-STND BodyText\">Just like his first campaign in 2001 when he was 31 years old, Torre said he got involved in the political arena because he was &#8220;galvanized by the issues going on at the time.&#8221;<\/p>\n<p class=\"STND-STND BodyText\">Some of those issues are still plaguing the community \u2014 traffic congestion, the lack of workforce housing, protecting the environment and managing growth.<\/p>\n<p class=\"STND-STND BodyText\">He said some of his proudest moments of his eight years on council was being the swing vote that approved building workforce and family housing at Burlingame, making recycling mandatory and banning plastic bags from local grocery stores.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;The bag ban was just a starting place. \u2026 We can do so much more,&#8221; he said. &#8220;We have a lot of work to do in the environmental arena.&#8221;<\/p>\n<p class=\"STND-STND BodyText\">And one place to begin is composting, which is all but nonexistent in the city, Torre said, adding that 40 percent of the waste stream could be diverted from the landfill.<\/p>\n<p class=\"STND-STND BodyText\">He said the Aspen-Pitkin County Housing Authority needs an overhaul, both on how the board operates and how the program is run.<\/p>\n<p class=\"STND-STND BodyText\">Torre added that he wants to see more housing built for entry-level workers.<\/p>\n<p class=\"STND-STND BodyText\">As an issue-based candidate, Torre said he&#8217;s witnessed a lot of missteps from the city manager&#8217;s office and council on a number of initiatives in the past few years.<\/p>\n<p class=\"STND-STND BodyText\">They include the community fight over where <a id=\"N0x120eb30N0x120ff80:N0x120eb30N0x128c9c0\" href=\"https:\/\/www.aspentimes.com\/election\/local-election-coverage\/aspen-ballot-questions-voters-choose-original-city-office-plan-at-rio-grande-galena-plaza\/\">city offices<\/a> should be built, a <a id=\"N0x120eb30N0x120ffe0:N0x120eb30N0x128ca50\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-slams-on-brakes-with-lyft-contract\/\">transportation mobility<\/a> experiment slated for next year that just saw council back out of a contract with Lyft, a recent <a id=\"N0x120eb30N0x1210040:N0x120eb30N0x128cae0\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-assistant-manager-placed-on-adminstrative-leave\/\">dust-up<\/a> with the APCHA board about a public-private housing development and the government growing by 11 employees in 2019.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;I really feel there is a <a id=\"N0x120eb30N0x12100a0:N0x120eb30N0x128cc00\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-to-add-high-level-communicator-to-rectify-breakdowns-with-public\/\">lack of communication<\/a>, representation, leadership and accountability,&#8221; he said. &#8220;They go in a direction that the community doesn&#8217;t want.&#8221;<\/p>\n<p class=\"STND-STND BodyText\">Torre said it could be irresponsible to add <a id=\"N0x120eb30N0x1210100:N0x120eb30N0x128cd20\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-to-add-nearly-1m-to-its-payroll-next-year\/\">11 new positions<\/a> to the payroll when observers are predicting an economic downturn next year. He added that government growth adds more layers of bureaucracy.<\/p>\n<p class=\"STND-STND BodyText\">He said he plans to examine the staffing levels of each department in City Hall and see where those layers could be thinned out and resources put elsewhere, such as in the building or streets departments.<\/p>\n<p class=\"STND-STND BodyText\">Torre said being on council for eight years and watching from the sidelines for the past six gives him the perspective to be an effective mayor.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;There are different ways of problem-solving,&#8221; he said. &#8220;I still see work to be done.&#8221;<\/p>\n<p class=\"STND-STND BodyText\">Torre said managing slow growth is key to a successful community; he was supportive on council to reduce the heights of downtown buildings to 28 feet.<\/p>\n<p class=\"STND-STND BodyText\">When he was an elected official, Torre took direct feedback from residents and carried their ideas to City Hall. He did that when a citizen asked for designated scooter and motorcycle parking in the downtown core.<\/p>\n<p class=\"STND-STND BodyText\">He said he&#8217;s looking forward to campaigning until Election Day on March 5.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;This campaign is about truth and having open, honest dialogues about City Hall,&#8221; Torre said. &#8220;I look forward to hearing from the voters.&#8221;<\/p>\n<p class=\"STND-STND BodyText Tagline\"><a href=\"mailto:csackariason@aspentimes.com\">csackariason@aspentimes.com<\/a><\/p>\n<div id=\"single-factbox-mobile\" class=\"visible-xs-block\" readability=\"21.929149797571\">\n<p class=\"STND-STND Factbox Head\">Four-way race for mayor and council<\/p>\n<p class=\"STND-STND Factbox Text\">Wednesday was the <a id=\"N0x201cc10N0x1f85290:N0x201cc10N0x205e078\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspens-historic-municipal-election-ballot-coming-into-focus\/\">deadline for candidates<\/a> to turn in their nominating petitions seeking a seat on Aspen City Council.<\/p>\n<p class=\"STND-STND Factbox Text\">It will be a four-person mayoral race and a four-person council race.
