{"id":2423597,"date":"2019-01-06T20:56:00","date_gmt":"2019-01-07T03:56:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspens-elected-officials-want-to-review-city-managers-office-in-private\/"},"modified":"2019-01-06T20:56:00","modified_gmt":"2019-01-07T03:56:00","slug":"aspens-elected-officials-want-to-review-city-managers-office-in-private","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspens-elected-officials-want-to-review-city-managers-office-in-private\/","title":{"rendered":"Aspen\u2019s elected officials want to review city manager\u2019s office in private"},"content":{"rendered":"<p class=\"STND-STND BodyText\">Aspen City Manager Steve Barwick&#8217;s job is in question as elected officials plan to meet behind closed doors tonight to review his performance.<\/p>\n<p class=\"STND-STND BodyText\">Barwick&#8217;s annual review was moved up a couple of months amid personnel troubles in the City Manager&#8217;s Office and public criticism over initiatives that have come out of City Hall in the past year.<\/p>\n<p class=\"STND-STND BodyText\">Councilman Adam Frisch said he asked Mayor Steve Skadron to put the performance review on the agenda now because it&#8217;s time for council to address the growing issues within city government.<\/p>\n<p class=\"STND-STND BodyText\">&#8220;I think it&#8217;s time for the five of us to discuss it in executive session,&#8221; Frisch said, adding he has been vocal in his criticism about the city&#8217;s botched plans last year to turn Hopkins Avenue into a bikeway and <a id=\"N0x1a75f20N0x1a4ad90:N0x1a75f20N0x1bef030\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-explores-restaurant-row-as-a-one-way-street\/\">one-way street<\/a>, and again with a multimillion dollar <a id=\"N0x1a75f20N0x1a4adf0:N0x1a75f20N0x1bef0c0\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-to-reinvent-the-wheel-on-next-years-2-6-million-transit-experiment\/\">mobility lab<\/a> that&#8217;s supposed to roll out this summer.<\/p>\n<p class=\"STND-STND BodyText\">Skadron said it&#8217;s been no secret that there have been problems in City Hall and with the resignation \u2014 which turned into a <a id=\"N0x1a75f20N0x1a4ae50:N0x1a75f20N0x1bef1e0\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-assistant-manager-placed-on-adminstrative-leave\/\">paid administrative leave<\/a> \u2014 of Assistant City Manager Barry Crook last month, time is of the essence to get government back on track.<\/p>\n<p class=\"STND-STND BodyText\">Crook erupted in rage after a public meeting <a id=\"N0x1a75f20N0x1a4aeb0:N0x1a75f20N0x1bef300\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-asks-last-minute-for-housing-authority-to-partner-to-get-tax-exempt-status\/\">Dec. 11<\/a>, calling members of the Aspen-Pitkin County Housing Authority &#8220;mother\u2014ing extortionists&#8221; when they requested that the program&#8217;s administrative costs be covered in a <a id=\"N0x1a75f20N0x1a4af10:N0x1a75f20N0x1bef390\" href=\"https:\/\/www.aspentimes.com\/news\/local\/developer-city-of-aspen-and-local-housing-authority-partner-to-build-45-new-apartments\/\">public-private partnership<\/a> to develop 45 apartments.<\/p>\n<div id=\"single-mid-script\" class=\"p402_hide\">\n<h2>Recommended Stories For You<\/h2>\n<\/p><\/div>\n<p class=\"STND-STND BodyText\">A few days later, Crook resigned with no end date of employment set.<\/p>\n<p class=\"STND-STND BodyText\">Complaints from city employees about Crook have been lodged, which forced Barwick to put Crook on paid administrative leave pending an investigation.<\/p>\n<p class=\"STND-STND BodyText\">That will end Tuesday, which will be Crook&#8217;s last day of work, Barwick confirmed Saturday.<\/p>\n<p class=\"STND-STND BodyText\">Crook will receive whatever vacation and sick leave is remaining as his payout, per the city&#8217;s personnel manual.<\/p>\n<p class=\"STND-STND BodyText\">If council decides to part ways with Barwick, he could be eligible for a severance of a year&#8217;s salary, according to an employment agreement inked in 2010.<\/p>\n<p class=\"STND-STND BodyText\">Barwick, who has been city manager since 1999, did not have a contract until eight years ago. He was able to secure one to &#8220;make possible full work productivity by assuring Barwick&#8217;s morale and peace of mind with respect to future job security,&#8221; according to the agreement.<\/p>\n<p class=\"STND-STND BodyText\">Council <a id=\"N0x1a75f20N0x1a4af70:N0x1a75f20N0x1bef810\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspens-city-manager-attorney-receive-pay-raises\/\">last March<\/a> gave Barwick a 5 percent wage increase and a 1 percent bonus. At the time, he was making $195,236.<\/p>\n<p class=\"STND-STND BodyText\">The agreement stipulates that if the city terminates Barwick&#8217;s employment he can receive 12 months of his salary, and it has to be paid within 20 days of his departure.<\/p>\n<p class=\"STND-STND BodyText\">Crook, who purchased a house in the Water Place subdivision from the city in 2009 for $151,000, will have to sell it back to the government within six months.<\/p>\n<p class=\"STND-STND BodyText\">That would likely be the case for Barwick&#8217;s house on Cemetery Lane, if council decides to end his employment.
