City engineering is keeping a close eye on all right-of-way projects to ensure that construction mitigation plans are followed and impacts to the public are minimized.\u201d<\/p>\n<p class=\"STND-STND BodyText\">One area that will see significant impacts is the intersection of <a id=\"N0x243c440N0x2494ea0:N0x243c440N0x2417118\" href=\"https:\/\/www.cityofaspen.com\/###\/Spring-andMain\">Spring and Main streets<\/a>, as well as North Spring leading onto Rio Grande Place, which will be the east route for access to the parking garage.<\/p>\n<p class=\"STND-STND BodyText\">Starting today and going through April, Rio Grande Place will be closed to traffic from Mill Street as construction crews complete <a id=\"N0x243c440N0x2494f00:N0x243c440N0x2417238\" href=\"https:\/\/www.aspentimes.com\/news\/aspen-city-offices-get-first-5m-for-intial-work\/\">utility work<\/a> to serve the new city <a id=\"N0x243c440N0x2494f60:N0x243c440N0x24172c8\" href=\"https:\/\/www.aspentimes.com\/news\/local\/group-mobilizing-to-change-design-of-aspens-new-city-office-building\/\">office building<\/a> being constructed in that area.<\/p>\n<p class=\"STND-STND BodyText\">Beginning in May, the Rio Grande Place street closure will be shifted east and will be closed from the east side of the <a id=\"N0x243c440N0x2494fc0:N0x243c440N0x24173e8\" href=\"https:\/\/www.cityofaspen.com\/1207\/New-City-Offices\">parking garage<\/a> entrance at Founders Place.<\/p>\n<p class=\"STND-STND BodyText\">Access to the parking garage is anticipated to remain open via North Mill Street on the upper ramp.<\/p>\n<p class=\"STND-STND BodyText\">During that time, the city will be making improvements to the Spring and Main pedestrian crossing, which includes rapid flash beacons, extended curbs to improve sightlines of cars coming around Original Curve, ADA improvements and city stormwater infrastructure.<\/p>\n<p class=\"STND-STND BodyText\">Rice said if traffic impacts become too much with the parking garage detour, the city will hold off on the intersection improvements.<\/p>\n<p class=\"STND-STND BodyText\">Drainage work on the newly constructed Castle Creek Bridge will require a lane closure and the use of Power Plant detour this spring.<\/p>\n<p class=\"STND-STND BodyText\">Also in that area, landscaping and other improvements will be done in the Hallam Street corridor.<\/p>\n<p class=\"STND-STND BodyText\">Construction of the Castle Creek Trail is anticipated this spring, which will allow a safer passage to school campuses for cyclists and pedestrians.<\/p>\n<p class=\"STND-STND BodyText\">There are three locations where a total of <a id=\"N0x243c440N0x2495020:N0x243c440N0x2417868\" href=\"https:\/\/www.aspentimes.com\/trending\/developer-city-of-aspen-and-local-housing-authority-partner-to-build-45-new-apartments\/\">45 workforce housing units<\/a> are being built in a public-private partnership \u2014 488 Castle Creek Road, 802 W. Main St. and 517 Park Circle.<\/p>\n<p class=\"STND-STND BodyText\">King Street will be torn up for drainage improvements and installation of sidewalks.<\/p>\n<p class=\"STND-STND BodyText\">A <a id=\"N0x243c440N0x2495080:N0x243c440N0x2417a18\" href=\"https:\/\/www.aspentimes.com\/news\/local\/bleeker-street-sidewalk-connection-is-a-go\/\">new sidewalk<\/a> along Bleeker Street leading to the Yellow Brick School also is slated to get done in the coming months.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think that is an important connection,\u201d Rice said.<\/p>\n<p class=\"STND-STND BodyText\">The city also will be doing annual concrete improvements around town, which includes sidewalk, curb and gutter repairs and replacements, as well as utility work.<\/p>\n<p class=\"STND-STND BodyText\">And, of course, there also is annual roadway and bike lane striping.<\/p>\n<p class=\"STND-STND BodyText\">Work in the downtown core is on the fast track because construction in the right of way is only permitted between April 1 and May 31, and again from Labor Day to Nov. 1.
