{"id":2442674,"date":"2019-04-08T17:04:00","date_gmt":"2019-04-08T23:04:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspen-housing-authority-to-ban-smoking\/"},"modified":"2019-04-09T08:33:31","modified_gmt":"2019-04-09T14:33:31","slug":"aspen-housing-authority-to-ban-smoking","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspen-housing-authority-to-ban-smoking\/","title":{"rendered":"Aspen housing authority to ban smoking"},"content":{"rendered":"<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"781\" height=\"781\" src=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/04\/nosmoking-copy.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/04\/nosmoking-copy.jpg 781w, https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/04\/nosmoking-copy-150x150.jpg 150w, https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/04\/nosmoking-copy-300x300.jpg 300w, https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/04\/nosmoking-copy-768x768.jpg 768w\" sizes=\"auto, (max-width: 781px) 100vw, 781px\"><\/figure>\n<p class=\"STND-STND BodyText\">The Aspen-Pitkin County Housing Authority is joining scores of other government-run entities by banning smoking on its properties.<\/p>\n<p class=\"STND-STND BodyText\">The prohibition will be in all units at APCHA-owned properties, which includes Truscott, Marolt seasonal housing and Aspen Country Inn.<\/p>\n<p class=\"STND-STND BodyText\">But the ban won\u2019t go into effect until June of 2020, said APCHA deputy director Cindy Christensen.<\/p>\n<p class=\"STND-STND BodyText\">She said between now and then, APCHA and its property managers will focus on public outreach and incorporate the new rules into current leases.<\/p>\n<p class=\"STND-STND BodyText\">Christensen said having the hundreds of units in the APCHA-owned inventory smoke-free falls in line with almost every housing authority in the country.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis is something we\u2019ve been dealing with for years,\u201d she said, adding APCHA regularly fields complaints from residents about their neighbors\u2019 smoke and cigarette butts littering the properties.<\/p>\n<p class=\"STND-STND BodyText\">\u201cPeople don\u2019t think responsibly,\u201d Christensen said.<\/p>\n<p class=\"STND-STND BodyText\">The Music Associates of Aspen, which occupies the Marolt campus during the summer, already maintains a smoke-free campus.<\/p>\n<p class=\"STND-STND BodyText\">When all of APCHA\u2019S units become smoke-free, the agency will have designated areas on the properties with cigarette receptacles.<\/p>\n<p class=\"STND-STND BodyText\">In a memo to Aspen City Council, APCHA staff explained that going smoke free will not translate into reduced insurance premiums but it\u2019s the \u201cright decision from a health and safety standpoint.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Castle Ridge, which is privately-owned but deed restricted under APCHA rules, went smoke-free on the entire property more than a decade ago after a resident accidently <a id=\"N0x1e0eb20N0x1e8c1c0:N0x1e0eb20N0x1f11f00\" href=\"https:\/\/www.aspentimes.com\/news\/castle-ridge-building-a-total-loss\/\">burned a building down<\/a> by leaving a cigarette smoldering in a potted plant. Seventeen people were displaced and a cat died.<\/p>\n<p class=\"STND-STND BodyText\">The homeowners association at <a id=\"N0x1e0eb20N0x1e8c220:N0x1e0eb20N0x1f12020\" href=\"https:\/\/www.aspentimes.com\/news\/smoking-ban-idea-snuffed-at-centennial-in-aspen\/\">Centennial,<\/a> another privately-owned housing complex but deed-restricted, attempted a smoking ban six months after the Castle Ridge fire but a majority felt the move was too heavy handed.<\/p>\n<p class=\"STND-STND BodyText\">That\u2019s not the case across Snowmass Village\u2019s 250 deed-restricted units, where all smoking is banned inside of the units, said Betsy Crum, the town\u2019s housing director.<\/p>\n<p class=\"STND-STND BodyText\">The no-smoking policy in Snowmass housing was made roughly 10 years ago.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIn the long run, it\u2019s been an effective policy,\u201d Crum said.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x1e0eb20N0x1e8c280:N0x1e0eb20N0x1f122a8\" href=\"https:\/\/www.aspentimes.com\/news\/aspen-valley-hospital-campus-is-now-tobacco-free\/\">In 2015,<\/a> the Aspen Valley Campus, including the county\u2019s health and human services building and the senior housing complex, Whitcomb Terrace, went smoke and tobacco free.<\/p>\n<p class=\"STND-STND BodyText\">The city of Aspen has taken a hard line on tobacco usage in recent years, with changing the <a id=\"N0x1e0eb20N0x1e8c2e0:N0x1e0eb20N0x1f123c8\" href=\"https:\/\/www.aspentimes.com\/news\/aspen-voters-overwhelmingly-approve-3-tax-on-pack-of-cigarettes\/\">legal age<\/a> to buy products from 18 to 21 years old and putting an additional $3 tax on cigarettes via a public vote.<\/p>\n<p class=\"STND-STND BodyText\">City council also is in the process of <a id=\"N0x1e0eb20N0x1e8c340:N0x1e0eb20N0x1f124e8\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-to-ban-all-flavored-tobacco-nicotine-products-in-aspen\/\">banning all flavored tobacco products<\/a>, which are popular among teenagers.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe focus should be on banning the flavored products, which I believe are marketed to children and they become lifelong customers,\u201d Dr. Kim Levin, medical officer for the Pitkin County Board of Health told council last month. \u201cThe political climate is ripe and we thought this was timely.\u201d<\/p>\n<p class=\"STND-STND BodyText Tagline\"><a href=\"mailto:csackariason@aspentimes.com\">csackariason@aspentimes.com<\/a><\/p>\n<p><a href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-housing-authority-to-ban-smoking\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: The Aspen Times<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Aspen-Pitkin County Housing Authority is joining scores of other government-run entities by banning smoking on its properties.
