Checkpoints are one possible tool to ensure the policy is being followed.<\/p>\n<p>\u201cSometimes one side of (the Eisenhower-Johnson Memorial Tunnels) is spring and the other side of Eisenhower is a white out,\u201d said state Sen. Kerry Dononvan, a Vail Democrat. \u201cYou can\u2019t react in that amount of time \u2014 instantaneously putting on snow tires.
