{"id":2443899,"date":"2019-05-07T21:20:01","date_gmt":"2019-05-08T03:20:01","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/coalition-pursuing-new-tax-for-early-childhood-education-from-aspen-to-parachute\/"},"modified":"2019-05-07T21:20:01","modified_gmt":"2019-05-08T03:20:01","slug":"coalition-pursuing-new-tax-for-early-childhood-education-from-aspen-to-parachute","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/coalition-pursuing-new-tax-for-early-childhood-education-from-aspen-to-parachute\/","title":{"rendered":"Coalition pursuing new tax for early childhood education from Aspen to Parachute"},"content":{"rendered":"<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"427\" src=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/05\/childcare-atd-021415.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/05\/childcare-atd-021415.jpg 620w, https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/05\/childcare-atd-021415-300x207.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><figcaption><strong>From left, Everleigh Martinez, Griffin Ford, Sasha Ray and Rio Metcalf play Wednesday in the Waddler Room for 12- to 18-month-old children at the Early Learning Center in Aspen.<\/strong><br \/><em>Aubree Dallas\/The Aspen Times<\/em><\/figcaption><\/figure>\n<p class=\"STND-STND BodyText\">An effort is underway to gauge the interest and <a id=\"N0x2b002c0N0x2c63240:N0x2b002c0N0x2b2dce8\" href=\"https:\/\/www.aspentimes.com\/news\/local\/roaring-fork-valley-coalition-influential-in-states-early-childhood-bill\/\">political climate<\/a> of a new tax to fund early-childhood education in the Roaring Fork Valley and the surrounding area.<\/p>\n<p class=\"STND-STND BodyText\">Representatives from the Rocky Mountain Preschool Coalition presented some preliminary findings in front of the Aspen Chamber Resort Association board of directors last week.<\/p>\n<p class=\"STND-STND BodyText\">They explained that the dearth of preschool options and the resulting waiting lists, coupled with how expensive early-childhood education programs are from Aspen to Parachute, are creating a crisis for families and ultimately, the local workforce.<\/p>\n<p class=\"STND-STND BodyText\">\u201cInfant care in Aspen is a total nightmare,\u201d Andy Davies, a consultant for the coalition, told the ACRA board April 30.<\/p>\n<p class=\"STND-STND BodyText\">At the Yellow Brick School where the city of Aspen operates its voter-approved sales tax-funded Kids First program, the wait list is 50 deep, and most of them are infants, according to Shirley Ritter, director of the program.<\/p>\n<p class=\"STND-STND BodyText\">But it\u2019s not just Aspen feeling the pinch. Based on research consultants for the coalition have done, every community in the region is facing capacity issues, Davies noted.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s a huge problem,\u201d said Cindy Kahn, who works for the Manaus Fund, which is financing the coalition\u2019s efforts to establish a locally, publicly funded early-childhood education program. \u2018This is an issue everywhere.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The coalition estimates that providing adequate programs for families from Aspen to Parachute would cost around $2.6 million a year.<\/p>\n<p class=\"STND-STND BodyText\">That could be funded through a sales tax increase of 0.12% or a 0.5 mill levy property tax increase, according to the coalition.<\/p>\n<p class=\"STND-STND BodyText\">Colorado House Bill 1052 recently passed, which allows regions in the state to form special taxing districts for this type of thing.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x2b002c0N0x2c632a0:N0x2b002c0N0x2b2e2d0\" href=\"https:\/\/www.cityofaspen.com\/235\/Kids-First\">Kids First<\/a> is funded by half of a 0.45% sales tax, which brings in just over $2.4 million annually.<\/p>\n<p class=\"STND-STND BodyText\">It pays for financial assistance for between 40 and 50 qualifying families to help pay for licensed child care in Pitkin County, along with funding for quality improvements, staff development, operations and many other programs, said Ritter, who is involved in the coalition.<\/p>\n<p class=\"STND-STND BodyText\">Also supported by the Aspen Community Foundation, the coalition is made up of a group of 17 business, education and nonprofit community leaders from Aspen to Parachute.<\/p>\n<p class=\"STND-STND BodyText\">It was formed in 2016 but only is in the initial stages of work to determine how great the need is and who would pay for addressing it.<\/p>\n<p class=\"STND-STND BodyText\">The coalition began with hiring a Denver firm to conduct phone surveys. Since February, representatives and consultants have been meeting with business and <a id=\"N0x2b002c0N0x2c63300:N0x2b002c0N0x2b2e5a0\" href=\"https:\/\/www.aspentimes.com\/opinion\/columns\/giving-thought-supporting-families-child-care-choices\/\">community leaders<\/a> to start the conversation.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s a heavy lift,\u201d Kahn said. \u201cThere are so many perspectives.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Ritter, Kahn and others wonder if Aspen to Parachute is too large of an area and has too many barriers to getting a special district formed.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe big question is what that special taxing district would look like,\u201d Ritter said. \u201cThere\u2019s a lot of conversation needed and a lot more people involved. \u2026<\/p>\n<p class=\"STND-STND BodyText\">\u201cMaybe with enough political will, people will find the money.\u201d<\/p>\n<p class=\"STND-STND BodyText\">It was an issue brought up in Aspen\u2019s most recent municipal election in which mayoral candidates Torre and Ann Mullins said it was a priority for them to work on bringing more affordable child care options to the city.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x2b002c0N0x2c63360:N0x2b002c0N0x2b2e948\" href=\"https:\/\/www.aspentimes.com\/opinion\/guest-commentary-torre-has-plan-to-improve-community-for-aspen-locals-visitors\/\">Mayor-elect Torre<\/a> will be sworn in June 10 and Mullins has two years left as a council member.<\/p>\n<p class=\"STND-STND BodyText\">Those at the ACRA board meeting agreed that it is a significant problem that affects their employees, the overall job market and the community.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI think it\u2019s going to be interesting to have another level of taxation here beyond Kids First,\u201d ACRA board member and Pitkin County Commissioner Patti Clapper said. \u201cI think it\u2019s a discussion that is long overdue.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Davies noted the 600 new homes that are being planned in the midvalley and how the region will continue to grow exacerbates the issue.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s a real problem and it\u2019s not an easy problem to fix,\u201d she told the ACRA board.<\/p>\n<p class=\"STND-STND BodyText\">Davies said she lived here in the 1990s but moved away to have a family and now is back after raising children in Minnesota.<\/p>\n<p class=\"STND-STND BodyText\">\u201cA lot of people do drop out of the workforce,\u201d she said of young families who cannot afford or find child care.<\/p>\n<p class=\"STND-STND BodyText\">The coalition will meet again in June to assess what it\u2019s learned thus far. Kahn said there is no timeline on pursuing a new tax.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe are just going to be fluid,\u201d she said, adding it\u2019s a big issue that requires a holistic approach. \u201cLet\u2019s get something. Our parents need it. Our community needs it.
