Getting a signal in the midvalley area can be a challenge for Verizon customers.<\/strong><br \/><em>Anna Stonehouse \/ The Aspen Times file<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">With as many as a dozen small cell providers looking to set up 5G networks by next spring and many more expected in the future, Aspen City Council on Monday agreed that finding a neutral host will minimize impacts to the city\u2019s aesthetics.<\/p>\n<p class=\"STND-STND BodyText\">A neutral host is a company that builds, operates and maintains facilities that they lease to wireless service providers and carriers, much like cell towers do currently.<\/p>\n<p class=\"STND-STND BodyText\">The city is in the process of contracting with a host in an effort to minimize the number and size of small cells by incentivizing wireless carriers to operate using shared facilities versus each carrier <a id=\"N0x22d9e00N0x22b7720:N0x22d9e00N0x22ca9b0\" href=\"https:\/\/www.aspentimes.com\/trending\/aspen-takes-proactive-measures-to-prevent-cellular-blight\/\">having their own<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">City officials said hopefully it is more economical for carriers to sync up on the same site, but if not some incentives could allow the infrastructure to be placed on existing public buildings or public lands.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s conceivable that we build it and they won\u2019t come,\u201d said Paul Schultz, director of information technology for the city.<\/p>\n<p class=\"STND-STND BodyText\">He added that similar infrastructure has occurred in Vail.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis is something that has been done before,\u201d Schultz said.<\/p>\n<p class=\"STND-STND BodyText\">Small cell supports 5G \u2014 or fifth generation \u2014 technology, which promises to be faster and will support more wireless connections, among other benefits.<\/p>\n<p class=\"STND-STND BodyText\">The city is in the process of hiring an outside firm to create design guidelines to minimize and standardize impacts to public rights of ways and overall aesthetics in town.<\/p>\n<p class=\"STND-STND BodyText\">A state law passed in 2017 gives providers <a id=\"N0x22d9e00N0x22b77e0:N0x22d9e00N0x22cae30\" href=\"https:\/\/www.aspentimes.com\/news\/local\/city-of-aspen-dialing-in-5g-capabilities\/\">the right to locate<\/a> small-cell facilities on a city\u2019s lights poles, traffic signals and in public rights-of-way.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe want them camouflaged,\u201d said City Engineer Trish Aragon.<\/p>\n<p class=\"STND-STND BodyText\">Also, a recent ruling issued by the FCC significantly reduces local control of small cell wireless infrastructure, including any regulations on the basis of health concerns and radio frequency emissions.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe circumstances to deny is no longer there,\u201d Aragon said. \u201cWe don\u2019t have the power to stop them.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Council members said they have heard concerns from members of the public on potential health threats resulting in wave frequencies emitting from small cell sites.<\/p>\n<p class=\"STND-STND BodyText\">\u201cPeople are genuinely concerned,\u201d Councilwoman Ann Mullins said.<\/p>\n<p class=\"STND-STND BodyText\">There is <a id=\"N0x22d9e00N0x22b7840:N0x22d9e00N0x22cb220\" href=\"https:\/\/www.nytimes.com\/2019\/07\/16\/science\/5g-cellphones-wireless-cancer.html\">data<\/a> on both sides of the argument of whether small cell infrastructure causes cancer and other detrimental health effects, and people can do their own research, council members concluded.<\/p>\n<p class=\"STND-STND BodyText\">Aragon said the limits of what the government can do with small cell regulation will be part of a major community engagement campaign headed up by an outside public relations firm that has expertise on the matter.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe want the public to understand that we are limited in what we can do,\u201d Aragon said, adding that Aspenites have made it clear they want as much information from their city government as possible. \u201cThe community\u2019s appetite for community engagement is insatiable.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Local governments can, however, regulate based on aesthetics, location and installation type.<\/p>\n<p class=\"STND-STND BodyText\">And because of state and federal regulations, the city has as little as 30 days to review and approve applications.<\/p>\n<p class=\"STND-STND BodyText\">So far, three requests to update existing wireless facilities have been formally processed through the city\u2019s land-use code.
