{"id":2447236,"date":"2019-08-06T22:56:00","date_gmt":"2019-08-07T04:56:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspen-city-manager-candidates-dwindle-to-three\/"},"modified":"2019-08-06T22:56:00","modified_gmt":"2019-08-07T04:56:00","slug":"aspen-city-manager-candidates-dwindle-to-three","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspen-city-manager-candidates-dwindle-to-three\/","title":{"rendered":"Aspen city manager candidates dwindle to three"},"content":{"rendered":"<p class=\"STND-STND BodyText\">The city of Aspen and its residents have three finalists to choose from for the city manager job now that one person has dropped out of the running.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x2a8f780N0x29c8fa0:N0x2a8f780N0x2aa6018\" href=\"https:\/\/www.sandiegouniontribune.com\/communities\/south-county\/sd-se-coronado-city-manager-raise-20181222-story.html\">Blair King<\/a>, the city manager for Coronado, California, withdrew last week because he said he wasn\u2019t expecting to be in the public realm without first getting to know the elected officials who are in charge of hiring.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI would have preferred that I had a size up of the council and the council had a size up of me before the next piece,\u201d he said Tuesday in a phone interview. \u201cI wish I could put my finger on this but I can\u2019t. \u2026 It just didn\u2019t feel right.<\/p>\n<p class=\"STND-STND BodyText\">\u201cMy expectations were to interview with the council privately.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The <a id=\"N0x2a8f780N0x29c9000:N0x2a8f780N0x2aa6258\" href=\"https:\/\/www.aspentimes.com\/news\/local\/four-finalists-selected-for-aspen-city-manager-job\/\">remaining finalists<\/a> will be in the hot seat Thursday when they will make a public presentation in front of council related to the Aspen Area Community Plan, which is a guiding principles document that elected officials use when making decisions.<\/p>\n<p class=\"STND-STND BodyText\">Council will have 10 minutes to provide follow-up questions after each candidate\u2019s presentations.<\/p>\n<p class=\"STND-STND BodyText\">The remaining finalists are current Interim City Manager Sara Ott, along with outside applicants Robb Etnyre, the general manager and CEO of Tahoe Donner in Truckee, and Katherine Lewis, senior city attorney for Salt Lake City Corp.<\/p>\n<p class=\"STND-STND BodyText\">The municipal government hired the headhunting firm Peckham &amp; McKenney in April for $25,000 to find the right candidate to fill the city\u2019s top administrative job after Steve Barwick was <a id=\"N0x2a8f780N0x29c9060:N0x2a8f780N0x2aa6498\" href=\"https:\/\/www.aspentimes.com\/trending\/a-culimination-of-missteps-led-to-aspen-city-managers-exit\/\">forced out<\/a> at the beginning of the year.<\/p>\n<p class=\"STND-STND BodyText\">Glenwood Springs-based Drew Gorgey has been leading the effort for the national search firm.<\/p>\n<p class=\"STND-STND BodyText\">He said King informed him via email Friday that he was taking himself out of the running.<\/p>\n<p class=\"STND-STND BodyText\">Alissa Farrell, the city\u2019s human resources director and interim assistant city manager, said she met with Gorgey over the weekend to discuss if there were any candidates who should be reconsidered. There were none.<\/p>\n<p class=\"STND-STND BodyText\">King notified Gorgey the day after he sent the four finalists an email detailing the presentation portion of the interview process.<\/p>\n<p class=\"STND-STND BodyText\">Gorgey said when he invited the four finalists to be part of the next phase he made it known that their names and resumes would become public. He also said he generally went over what the interviewing process was going to be.<\/p>\n<p class=\"STND-STND BodyText\">It\u2019s not unusual to have candidates withdraw during the recruitment process, but it is less frequent in the finalist stage, Gorgey noted.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe opportunity becomes more real as you get through the process,\u201d he said. \u201cCandidate behavior is difficult to predict.\u201d<\/p>\n<p class=\"STND-STND BodyText\">While 64 people applied for the job, a total of six dropped out for various reasons, whether it was personal, bad timing or counter offers from their current employers.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI believe everybody acted in good faith,\u201d Gorgey said.<\/p>\n<p class=\"STND-STND BodyText\">Farrell said she feels confident that Peckham &amp; McKenney has done its due diligence and has provided three solid finalists for the council to choose from.<\/p>\n<p class=\"STND-STND BodyText\">Having finalists make presentations prior to meeting with city council is a hiring process modeled after several municipalities, including Flagstaff, Arizona.<\/p>\n<p class=\"STND-STND BodyText\">That way, council can base their interviews off of community feedback and the candidates\u2019 performances.<\/p>\n<p class=\"STND-STND BodyText\">After the finalists conduct their presentations Thursday morning, a leadership panel made up of city staffers who report directly to the city manager, as well as a community panel comprised of four individuals, will interview them.<\/p>\n<p class=\"STND-STND BodyText\">Then there will be a public meet-and-greet with community members from 4:30 to 6:30 p.m.<\/p>\n<p class=\"STND-STND BodyText\">Council will meet in executive session Friday to interview the applicants separately.<\/p>\n<p class=\"STND-STND BodyText\">Another executive session is scheduled for Aug. 13 so council can discuss the merits of the candidates, weigh feedback from the community and determine the next steps in the hiring process.<\/p>\n<p class=\"STND-STND BodyText\">Farrell and Gorgey noted that candidates could fall off all the way up to negotiations, but they hope it doesn\u2019t get to that point.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe are still looking for the best skills and best fit for the community,\u201d Farrell said.<\/p>\n<p class=\"STND-STND BodyText\">Gorgey said he\u2019s confident that someone Peckham &amp; McKenney brought to council will fit that bill.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThis process is working and I\u2019m interested in seeing how it concludes,\u201d he said. \u201cI\u2019m encouraged about the three candidates we have.\u201d<\/p>\n<p class=\"STND-STND BodyText\">The public is invited to attend Thursday\u2019s presentations in council chambers, or watch it live streamed on Facebook or the city\u2019s website, and then provide feedback via comment cards, or later via email at <a href=\"mailto:newcm@cityofaspen.com\">newcm@cityofaspen.com<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">The deadline for comments is 5 p.m. Sunday.
