{"id":2448016,"date":"2019-08-26T21:28:00","date_gmt":"2019-08-27T03:28:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspen-considers-tripling-its-reservoir-space-for-drinking-water\/"},"modified":"2019-08-26T21:28:00","modified_gmt":"2019-08-27T03:28:00","slug":"aspen-considers-tripling-its-reservoir-space-for-drinking-water","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspen-considers-tripling-its-reservoir-space-for-drinking-water\/","title":{"rendered":"Aspen considers tripling its reservoir space for drinking water"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"413\" src=\"https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/08\/Watertreatmentexpansion-atd-082719.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/08\/Watertreatmentexpansion-atd-082719.jpg 620w, https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/08\/Watertreatmentexpansion-atd-082719-300x200.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><figcaption><strong>The city of Aspen is considering expanding the Lenoard Thomas Reservoir at its water treatment plant, as well as adding another one.<\/strong><br \/><em>Aspen Journalism<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">City officials are considering expanding the municipal government\u2019s water treatment facility, which includes nearly tripling the current reservoir space.<\/p>\n<p class=\"STND-STND BodyText\">The Leonard Thomas Reservoir located just off Doolittle Drive above Aspen Valley Hospital holds 9.3 acre-feet of raw water storage.<\/p>\n<p class=\"STND-STND BodyText\">That\u2019s about 3 million gallons of water, and about a quarter of what the demand is on a peak day in town, according to Ryan Loebach, who works in the city\u2019s utilities department.<\/p>\n<p class=\"STND-STND BodyText\">The proposal is to expand the Thomas reservoir and build a second one southeast of the existing one, creating storage for nearly 26 acre-feet.<\/p>\n<p class=\"STND-STND BodyText\">Representatives of the city\u2019s utilities department said the additional storage capacity is necessitated by concerns of head gates becoming unusable for short periods of time.<\/p>\n<p class=\"STND-STND BodyText\">That could be because of avalanche, wildfire or contamination. Recent events in the Roaring Fork Valley, including the Lake Christine Fire and this past winter\u2019s avalanche cycle, have caused staff to evaluate and seek to improve operational resiliency, according to city planner Garrett Larimer <a id=\"N0xdf5820N0xe2a940:N0xdf5820N0xe6ecf0\" href=\"https:\/\/d3n9y02raazwpg.cloudfront.net\/cityofaspen\/38c2b0ad-2a35-11e9-b021-0050569183fa-da76106a-2e02-4fe6-bbb2-ae71e53e957b-1566600459.pdf\">in a memo<\/a> to council.<\/p>\n<p class=\"STND-STND BodyText\">The expansion also includes just over 5,200 square feet in facility additions to accommodate adequate water treatment processes, equipment and staff.<\/p>\n<p class=\"STND-STND BodyText\">Loebach estimated the long-term plan would cost around $10 million.<\/p>\n<p class=\"STND-STND BodyText\">Aspen City Council <a id=\"N0xdf5820N0xe2a9a0:N0xdf5820N0xe6ef30\" href=\"https:\/\/www.facebook.com\/CityofAspen\/\">on Monday approved<\/a> on first reading a proposal that includes upgrades to existing infrastructure, a new vehicle storage and maintenance facility, and expansion of water treatment facilities over a five- or six-year span.<\/p>\n<p class=\"STND-STND BodyText\">Councilwoman Rachel Richards encouraged the city to look for outside funding as much as possible.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI really think it would be valuable to pursue whatever state grants we can get,\u201d she said. \u201cThere are tens of millions allocated to communities for their drinking water annually through those state sources and I just want to make sure we try to get our share.\u201d<\/p>\n<p class=\"STND-STND BodyText\">As proposed, starting in 2020, the first priority is building a 3,200-square-foot new vehicle maintenance and storage prefab facility.<\/p>\n<p class=\"STND-STND BodyText\">In 2021 and 2022, an additional backwash pond and improvements to the existing the one would occur, with a 525-square-foot addition to the west plant the following year.<\/p>\n<p class=\"STND-STND BodyText\">In 2025, the administration building would be expanded 1,500 square feet.<\/p>\n<p class=\"STND-STND BodyText\">Currently, some employees are working in a temporary job trailer on site, Larimer noted.<\/p>\n<p class=\"STND-STND BodyText\">The additional reservoir space wouldn\u2019t be done until the last phase, estimated to be in 2026.<\/p>\n<p class=\"STND-STND BodyText\">City Council members Ann Mullins and Skippy Mesirow said with Aspen\u2019s <a id=\"N0xdf5820N0xe2aa00:N0xdf5820N0xe6f440\" href=\"https:\/\/www.aspenjournalism.org\/category\/water\/\">water storage shortages<\/a>, they question why reservoir expansion is the last priority in the utilities department\u2019s master plan.<\/p>\n<p class=\"STND-STND BodyText\">Staff will come back at the final public hearing to answer that question and a few others that council had.<\/p>\n<p class=\"STND-STND BodyText\">The project is under an expedited review process because it\u2019s considered an essential public facility.<\/p>\n<p class=\"STND-STND BodyText\">The area is close to the Meadowood and Twin Ridge neighborhoods, as well as the city\u2019s <a id=\"N0xdf5820N0xe2aa60:N0xdf5820N0xe6f680\" href=\"https:\/\/www.aspentimes.com\/news\/city-of-aspen-looks-to-add-up-48-new-employee-housing-units\/\">Water Place<\/a> housing.<\/p>\n<p class=\"STND-STND BodyText\">In two outreach meetings held in July and August, a total of 13 people attended.<\/p>\n<p class=\"STND-STND BodyText\">The city\u2019s Planning and Zoning commission earlier this month voted unanimously to recommend the project for approval.<\/p>\n<p class=\"STND-STND BodyText Tagline\"><a href=\"mailto:csackariason@aspentimes.com\">csackariason@aspentimes.com<\/a><\/p>\n<p> <a href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-considers-tripling-its-reservoir-space-for-drinking-water\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: The Aspen Times<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The city of Aspen is considering expanding the Lenoard Thomas Reservoir at its water treatment plant, as well as adding another one.Aspen Journalism City officials are considering expanding the municipal government\u2019s water treatment facility, which includes nearly tripling the current reservoir space.
