class=\"STND-STND BodyText\">Aspen\u2019s elected officials have taken the first steps to what will eventually lead to mandating building owners to track and reduce their energy use.<\/p>\n<p class=\"STND-STND BodyText\">The city\u2019s new initiative, called <a id=\"N0x1f91b40N0x1fa6670:N0x1f91b40N0x1fbbee0\" href=\"https:\/\/d3n9y02raazwpg.cloudfront.net\/cityofaspen\/7b515069-c5e3-11e9-b703-0050569183fa-da76106a-2e02-4fe6-bbb2-ae71e53e957b-1566592075.pdf\">\u201cBuilding IQ,\u201d<\/a> is an effort to get Aspen to reduce its greenhouse gas emissions by 30% by next year, and 80% by 2050.<\/p>\n<p class=\"STND-STND BodyText\">Commercial and residential buildings in Aspen account for 58% of greenhouse gas emissions, which is why the city is focusing on them as a way to significantly reduce its carbon footprint.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s somewhat low-hanging fruit but will have an enormous impact on greenhouse gases,\u201d Councilwoman Ann Mullins said during a <a id=\"N0x1f91b40N0x1fa66d0:N0x1f91b40N0x1fbc090\" href=\"https:\/\/www.facebook.com\/CityofAspen\/videos\/409046619744740\/\">work session Tuesday<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">Aspen City Council members unanimously agreed to move forward with developing an ordinance to be considered next year that would require building owners to \u201cbenchmark\u201d their water and energy uses.<\/p>\n<p class=\"STND-STND BodyText\">The city\u2019s first greenhouse gas emissions analysis since the municipal government\u2019s electric utility went 100% renewable in 2015 shows that Aspen has achieved a 21% reduction since 2004, according to Chris Menges, the city\u2019s climate and sustainability analyst and planner.<\/p>\n<p class=\"STND-STND BodyText\">But to make a bigger dent, the city is targeting the biggest energy suck \u2014 municipal and commercial buildings and multi-family properties that are over a certain square footage.<\/p>\n<p class=\"STND-STND BodyText\">Participation begins with what is called \u201cbenchmarking,\u201d which is already being done in 31 cities around the country, according to Laura Armstrong, the city\u2019s Building IQ project manager.<\/p>\n<p class=\"STND-STND BodyText\">It would require building owners to input natural gas, electric and water utility data into an EPA platform at no cost.<\/p>\n<p class=\"STND-STND BodyText\">Closely tracking utility bills can reduce energy use by 2% or 3%, said Ashley Perl, the city\u2019s climate action manager, in an interview earlier this week.<\/p>\n<p class=\"STND-STND BodyText\">\u201cBuilding owners will get value out of that exercise just when they see their utility bill,\u201d she said, adding that many people consider utilities as a fixed cost. \u201cBut it doesn\u2019t have to be.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Through energy benchmarking and improvements, building owners would increase profitability, tenants would see lower utility bills and the city would make more data-driven decisions, according to city officials.<\/p>\n<p class=\"STND-STND BodyText\">Armstrong said benchmarking will allow the city to understand where efficiencies lie.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe are going to learn a lot about our buildings,\u201d she said. \u201cIt\u2019s a community-wide opportunity to invest in our building stock.\u201d<\/p>\n<p class=\"STND-STND BodyText\">After between two and four years of benchmarking, building owners would be required to take action to reduce their energy use, based on comparable properties.<\/p>\n<p class=\"STND-STND BodyText\">Building improvements would be paired with incentives from the city.<\/p>\n<p class=\"STND-STND BodyText\">The Building IQ ordinance would set an annual deadline for property owners to report their energy usage and make improvements.<\/p>\n<p class=\"STND-STND BodyText\">The city already has reached out to almost two dozen owners of large buildings \u2014 20,000 square feet or more \u2014 and will continue to do <a id=\"N0x1f91b40N0x1fa6790:N0x1f91b40N0x1fbc900\" href=\"https:\/\/www.aspencommunityvoice.com\/building-iq\">outreach<\/a> with others who will be impacted.<\/p>\n<p class=\"STND-STND BodyText\">A couple more work sessions are planned this fall and winter, before an ordinance is presented for consideration next spring.<\/p>\n<p class=\"STND-STND BodyText\">Perl explained that in order to address the biggest energy consumption sector in the city\u2019s footprint, baseline information has to be collected and benchmarking is the most effective way.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe have such little data, so step one is figuring out what is going on out there,\u201d she said.<\/p>\n<p class=\"STND-STND BodyText\">The city will begin benchmarking all of its 18 properties first, before asking large commercial and multi-family building owners to do it.<\/p>\n<p class=\"STND-STND BodyText\">There are 205 commercial buildings in the city that account for just over 2.6 million square feet. There are 625 multi-family buildings accounting for more than 5.5 million square feet.<\/p>\n<p class=\"STND-STND BodyText\">Building IQ is part of the city\u2019s <a id=\"N0x1f91b40N0x1fa67f0:N0x1f91b40N0x1fbccf0\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-puts-a-cap-on-climate-change\/\">Climate Action Plan<\/a>, which has 46 action items to meet the greenhouse gas emissions goal.<\/p>\n<p class=\"STND-STND BodyText\">To get to a 30% reduction rate by next year, Menges said three major efforts are underway, including Building IQ. The other two are increasing composting and electrification of the city\u2019s vehicle fleet.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe think we have a chance if all the partners continue the work they are doing and we ask them to step up more,\u201d Menges said.<\/p>\n<p class=\"STND-STND BodyText\">Aspen used to be a leader in climate action but has fallen behind as the quick fixes have been exhausted and communities around the globe have woken up to the notion of climate change.<\/p>\n<p class=\"STND-STND BodyText\">\u201cA lot of the low-hanging fruit is gone,\u201d Perl said, adding Building IQ is a big step forward. \u201cWe are hoping to take a logical, step-by-step approach to climate action.\u201d<\/p>\n<p class=\"STND-STND BodyText Tagline\"><a href=\"mailto:csackariason@aspentimes.com\">csackariason@aspentimes.com<\/a><\/p>\n<p> <a href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-building-up-to-track-in-town-properties-energy-usage\/\" target=\"_blank\" rel=\"noopener noreferrer\">via:: The Aspen Times<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Aspen\u2019s elected officials have taken the first steps to what will eventually lead to mandating building owners to track and reduce their energy use.
