{"id":2448399,"date":"2019-09-05T22:40:00","date_gmt":"2019-09-06T04:40:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspen-pitkin-county-and-basalt-voters-to-decide-taxes-and-education-representatives-this-fall\/"},"modified":"2019-09-05T22:40:00","modified_gmt":"2019-09-06T04:40:00","slug":"aspen-pitkin-county-and-basalt-voters-to-decide-taxes-and-education-representatives-this-fall","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspen-pitkin-county-and-basalt-voters-to-decide-taxes-and-education-representatives-this-fall\/","title":{"rendered":"Aspen, Pitkin County and Basalt voters to decide taxes and education representatives this fall"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"413\" src=\"https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/Ballotquestions-atd-090619-1.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/Ballotquestions-atd-090619-1.jpg 620w, https:\/\/www.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/Ballotquestions-atd-090619-1-300x200.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">There are a number of questions local voters will decide on this November\u2019s ballot, including extending a mill levy for Aspen Valley Hospital, as well as school board races and a few tobacco tax initiatives.<\/p>\n<p class=\"STND-STND BodyText\">The hospital is asking voters in its district \u2014 which includes all of Pitkin County except for Redstone \u2014 to renew a 1.5 mill levy that\u2019s been in place <a id=\"N0x1570a30N0x152cc60:N0x1570a30N0x157b0a8\" href=\"https:\/\/www.aspentimes.com\/news\/aspen-valley-hospital-leans-on-voters-for-mill-levy-renewal\/\">since 1995<\/a>. Voters have extended the mill levy every five years since then.<\/p>\n<p class=\"STND-STND BodyText\">It\u2019s set to expire in December of 2020, but AVH is asking voters to extend it early and for 10 years instead of five.<\/p>\n<p class=\"STND-STND BodyText\">AVH President and CEO Dave Ressler said the board of directors earlier this year recommended a decade-long mill levy, which would extend to 2030, when the hospital\u2019s general obligation bonds and other debts will be paid off.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe think that the next 10 years will represent significant change in our industry and this will help us ride that out,\u201d Ressler said of state and federal health care reform efforts.<\/p>\n<p class=\"STND-STND BodyText\">The mill levy generates roughly $4.6 million annually and supports the hospital\u2019s operations.<\/p>\n<p class=\"STND-STND BodyText\">Ressler said it\u2019s about 4% of AVH\u2019s overall budget.<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s essentially our margin,\u201d he said.<\/p>\n<p class=\"STND-STND BodyText\">The 1.5 mill levy means a property owner pays $11.93 annually on a property with an assessed value of $100,000, and so on.<\/p>\n<p class=\"STND-STND BodyText\">The tax doesn\u2019t go to AVH\u2019s ongoing expansion, which is estimated to cost $60 million; $13 million of which still needs to be raised through private donations.<\/p>\n<p class=\"STND-STND BodyText\">The remaining amount to be raised will pay for the fourth and final phase of construction, which would be in the middle of the hospital where there will be a new registration area, outpatient services and clinics.<\/p>\n<p class=\"STND-STND BodyText Subhead\">Ballot questions wage war on cigarettes<\/p>\n<p class=\"STND-STND BodyText\">There are three questions related to tobacco facing voters, depending on where they live in the Roaring Fork Valley.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x1570a30N0x152ce40:N0x1570a30N0x157b7f8\" href=\"https:\/\/www.aspentimes.com\/news\/pitkin-county-tobacco-tax-question-set-for-november\/\">Pitkin County residents<\/a> are being asked to approve a tobacco tax increase that mirrors the one passed by city of Aspen voters two years ago.<\/p>\n<p class=\"STND-STND BodyText\">If approved by voters Nov. 5, the county\u2019s tax will go into effect Jan. 1 and impose a $3.20 tax on each pack of cigarettes sold in Pitkin County.<\/p>\n<p class=\"STND-STND BodyText\">A 40% tax would be levied on other tobacco products, such as vape pens and chewing tobacco. The cigarette tax will go up 10 cents a year until it hits $4 per pack.<\/p>\n<p class=\"STND-STND BodyText\">The county can collect up to $700,000 in tobacco taxes, according to the ballot language, which would be put toward tobacco and substance abuse prevention, cessation and education and mental health promotion.<\/p>\n<p class=\"STND-STND BodyText\">The county\u2019s tax collection estimation contrasts with the city of Aspen\u2019s tobacco tax collection estimate of $325,000, which turned out to be far lower than the actual amount collected.<\/p>\n<p class=\"STND-STND BodyText\">The city collected $436,600 in tobacco taxes in 2018 and must <a id=\"N0x1570a30N0x152cea0:N0x1570a30N0x157bb58\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspens-electeds-plan-to-spend-tobacco-tax-revenue-on-substance-abuse-prevention\/\">ask voters in November<\/a> if it can keep that money because of TABOR limitations.<\/p>\n<p class=\"STND-STND BodyText\"><a id=\"N0x1570a30N0x152cf00:N0x1570a30N0x157bc30\" href=\"https:\/\/www.vaildaily.com\/news\/county-ups-legal-age-for-tobacco-nicotine-purchases\/\">In Eagle County<\/a>, voters are being asked to pass a $4 tax on a pack of cigarettes and 40% on the sales price of all other tobacco and nicotine products.<\/p>\n<p class=\"STND-STND BodyText\">Eagle County also is asking to raise the age limit to buy nicotine from 18 years old to 21.<\/p>\n<p class=\"STND-STND BodyText\">Price increases have been shown to have the largest impact on youth initiation into tobacco use and quitting, according to health officials.<\/p>\n<p class=\"STND-STND BodyText Subhead\">TABOR give back<\/p>\n<p class=\"STND-STND BodyText\">Basalt voters will be asked on the November ballot to <a id=\"N0x1570a30N0x152d0e0:N0x1570a30N0x157bf48\" href=\"https:\/\/www.aspentimes.com\/news\/local\/basalt-council-sets-wording-for-election-on-property-tax-rate\/\">re-establish the property tax rate<\/a> at 5.957 mills.<\/p>\n<p class=\"STND-STND BodyText\">The town staff discovered late last year that the mill levy had been increased 10 times since 2006 in violation of the Colorado Taxpayers\u2019 Bill of Rights.<\/p>\n<p class=\"STND-STND BodyText\">The town plans to voluntarily give current property owners a total of about $2 million in refunds this fall.<\/p>\n<p class=\"STND-STND BodyText\">It must also secure voter approval for the proposed property tax rate or it will automatically be reduced to 2.562 mills, the lowest level its been since TABOR was approved in 1992.<\/p>\n<p class=\"STND-STND BodyText\">The town government says it needs the higher mill levy to provide adequate services.<\/p>\n<p class=\"STND-STND BodyText Subhead\">Board of education races<\/p>\n<p class=\"STND-STND BodyText\">Six people are vying for two open seats on the board of education in the <a id=\"N0x1570a30N0x152d2c0:N0x1570a30N0x157c380\" href=\"https:\/\/www.aspenk12.net\/domain\/29\">Aspen School District<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">The terms expire for board members Sandra Peirce and Sheila Kennedy Wills.<\/p>\n<p class=\"STND-STND BodyText\">Challengers for those seats are Katy Frisch, John Galambos, Patsy Kurkulis, Jonathan Nickell, Jim Pomeroy and Bettina Slusar.<\/p>\n<p class=\"STND-STND BodyText\">Two candidates are challenging the incumbent for an open seat on the board of education in the Roaring Fork School District.<\/p>\n<p class=\"STND-STND BodyText\">Amy Connerton and Jasmin Ramirez are running against incumbent Shane Larson for the District D (north and west Glenwood areas) seat, according to the <a id=\"N0x1570a30N0x152d320:N0x1570a30N0x157c650\" href=\"https:\/\/www.postindependent.com\/news\/contested-races-set-for-three-roaring-fork-school-board-seats\/\">Glenwood Post Independent<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">Two candidates each filed valid nominating petitions for the District B (west Carbondale and west of the Highway 82 corridor), and District C (south Glenwood and Spring Valley\/west Missouri Heights area), seats. They are Natalie Torres and Maureen Stepp, respectively, the Glenwood Springs Post Independent reported on Thursday.<\/p>\n<p class=\"STND-STND BodyText\">Two additional candidates also filed their intentions to run for the Districts B and C seats, but did not turn in enough valid signatures. As a result, those candidates, Matthew Cova and Molly Peterson will be official write-in candidates for those respective seats, according to the Post Independent.<\/p>\n<p class=\"STND-STND BodyText\">At <a id=\"N0x1570a30N0x152d440:N0x1570a30N0x15a61a0\" href=\"https:\/\/coloradomtn.edu\/about-us\/board-of-trustees\/\">Colorado Mountain College<\/a>, five of the seven seats on the board of trustees are open.<\/p>\n<p class=\"STND-STND BodyText\">An announcement on who is running is expected Friday.<\/p>\n<p class=\"STND-STND BodyText\">Ballot language is due in Pitkin and Eagle counties Friday.
