{"id":2448976,"date":"2019-09-20T19:20:00","date_gmt":"2019-09-21T01:20:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/glenwood-city-council-upholds-denial-of-anb-bank-building\/"},"modified":"2019-09-20T19:20:00","modified_gmt":"2019-09-21T01:20:00","slug":"glenwood-city-council-upholds-denial-of-anb-bank-building","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/glenwood-city-council-upholds-denial-of-anb-bank-building\/","title":{"rendered":"Glenwood City Council upholds denial of ANB Bank building"},"content":{"rendered":"<figure class=\"wp-block-image p402_hide\">\n<div class=\"caption-container\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"465\" src=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/WireGLenwoodBank-atd-092119.jpg\" class=\"attachment-large size-large wp-post-image\" alt srcset=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/WireGLenwoodBank-atd-092119.jpg 620w, https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/09\/WireGLenwoodBank-atd-092119-300x225.jpg 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\"><\/p>\n<\/div>\n<\/figure>\n<p class=\"STND-STND BodyText\">ANB Bank\u2019s Grand Avenue plans could once again be a matter for the Planning and Zoning Commission to consider.<\/p>\n<p class=\"STND-STND BodyText\">Thursday night at its regularly scheduled meeting, the Glenwood Springs City Council upheld the Planning and Zoning Commission\u2019s previous denial of ANB Bank\u2019s proposal to construct a new bank building downtown.<\/p>\n<p class=\"STND-STND BodyText\">In July, the Planning and Zoning Commission unanimously denied ANB Bank\u2019s proposal to construct a 9,428-square-foot building in the 900 block of Grand Avenue downtown.<\/p>\n<p class=\"STND-STND BodyText\">The Planning and Zoning Commission, at its July 23 meeting, did not believe ANB Bank\u2019s proposal supported diverse economic development, tourism or small town character.<\/p>\n<p class=\"STND-STND BodyText\">However, Balcomb &amp; Green partner Chad Lee, who has assisted ANB Bank with its appeal process, pushed back Thursday at the Planning and Zoning Commission\u2019s findings.<\/p>\n<p class=\"STND-STND BodyText\">\u201cOur customers and employees will add vibrancy and pedestrian traffic to and from the downtown core,\u201d Lee said before the council. \u201cThis is on Ninth Street. They\u2019ll provide customers for the retail and restaurants downtown.\u201d<\/p>\n<p class=\"STND-STND BodyText\">\u201cIt\u2019s a community bank. It\u2019s not a mega bank,\u201d Lee added. \u201cThis will assist in preserving our small-town character and again increasing the vibrancy and commercial success of downtown.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Currently, two circa-1915 buildings reside on the property ANB Bank purchased in October 2018. Additionally, those WWI-era buildings located at 910 Grand Ave. house seven businesses including KC\u2019s Wing House, Tesseract Comics &amp; Games, Jewels &amp; Gems, Bellini\u2019s Fashion, CPA Services Pro, Inc., Glenwood Spa N Nails and Glenwood Escape Room.<\/p>\n<p class=\"STND-STND BodyText\">ANB Bank plans to demolish those buildings to make room for its new, two-story facility.<\/p>\n<p class=\"STND-STND BodyText\">\u201cANB Bank worked closely with city officials in the early stages of our proposed project. We received positive feedback from the city when our plan was initially disclosed,\u201d said Randy Diers, community bank president.<\/p>\n<p class=\"STND-STND BodyText\">ANB Bank did make \u201csubstantial\u201d revisions to the design it originally proposed to the Planning and Zoning Commission including altering the facility\u2019s entrance to Grand Avenue.<\/p>\n<p class=\"STND-STND BodyText\">Ahead of taking public comment, Mayor Jonathan Godes requested that those wishing to speak focus on information only relevant to the bank complying with the city\u2019s development code, per the appeal process.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe are not here to consider whether the proposed building can or should be a bank. The use of the building as a bank is not an issue City Council will address tonight,\u201d Godes said. \u201cIf we hear a public comment that focuses on the fact that the building is intended to be a bank we will ask you to move on to a topic relating to whether the plan complies with the development code.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Cheryl Guay said she has done business in downtown Glenwood Springs for 35 years and that ANB\u2019s plans would require the demolition of her current store.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI own Jewels &amp; Gems, one of the businesses that will be demolished,\u201d she said. \u201cI hear all day long in my store \u2026 \u2018Why do we need another bank downtown?\u2019\u201d<\/p>\n<p class=\"STND-STND BodyText\">Another longtime community member, Floyd Diemoz, however thought the council should allow ANB Bank to move downtown.<\/p>\n<p class=\"STND-STND BodyText\">\u201cI have been a customer of the bank for 30 years,\u201d Diemoz said. \u201cI just totally agree with the relocation. I agree because I consider them to be a very good citizen of our community.
