{"id":2450861,"date":"2019-11-07T22:24:00","date_gmt":"2019-11-08T05:24:00","guid":{"rendered":"https:\/\/www.aspentimes.com\/news\/aspen-pitkin-county-elected-officials-approve-apcha-board-direction\/"},"modified":"2019-11-07T22:24:00","modified_gmt":"2019-11-08T05:24:00","slug":"aspen-pitkin-county-elected-officials-approve-apcha-board-direction","status":"publish","type":"post","link":"https:\/\/alwaysmountaintime.com\/kspn\/local-news\/aspen-pitkin-county-elected-officials-approve-apcha-board-direction\/","title":{"rendered":"Aspen, Pitkin County elected officials approve APCHA board direction"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/cdn.aspentimes.com\/wp-content\/uploads\/sites\/5\/2019\/02\/facebook-thumbnail-1200.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p class=\"STND-STND BodyText\">Elected officials from Aspen and Pitkin County on Thursday unanimously supported a compromise about the role of the executive director of the area\u2019s affordable housing authority.<\/p>\n<p class=\"STND-STND BodyText\">The compromise was worked out Wednesday by members of the Aspen-Pitkin County Housing Authority Board, who decided that the board\u2019s chair will be included in the future in personnel matters regarding the director.<\/p>\n<p class=\"STND-STND BodyText\">APCHA Executive Director Mike Kosdrosky prompted the compromise Wednesday <a id=\"N0x22d60a0N0x2240bf0:N0x22d60a0N0x22e95b8\" href=\"https:\/\/www.aspentimes.com\/news\/apcha-head-caught-up-in-differing-goals\/\">after he complained that his job was \u201cuntenable\u201d<\/a> because he must answer to both Aspen\u2019s city manager and the housing authority board, which are sometimes at odds.<\/p>\n<p class=\"STND-STND BodyText\">On Thursday, Aspen Councilwoman Rachel Richards said the complaints reflected \u201cbaggage and bruises from past management in the city\u201d that pulled Kosdrosky in different directions.<\/p>\n<p class=\"STND-STND BodyText\">Pitkin County Commissioner George Newman said that the compromise, coupled with plans to draft a five-year strategic plan and an annual work plan for APCHA, will help clarify Kosdrosky\u2019s responsibilities and keep the city manager from \u201cthrowing out things\u201d that conflict with the board\u2019s direction.<\/p>\n<p class=\"STND-STND BodyText\">Kosdrosky did not attend Thursday\u2019s joint meeting between members of the Aspen City Council and the Pitkin Board of County Commissioners. The other civilian members of the housing board also did not attend.<\/p>\n<p class=\"STND-STND BodyText\">Commissioner Steve Child wondered where Kosdrosky now stands in light of the compromise agreed to Wednesday and supported by members of both boards Thursday if he thinks his position is \u201cuntenable.\u201d<\/p>\n<p class=\"STND-STND BodyText\">\u201cFundamentally, that\u2019s Mike\u2019s choice if he believes it\u2019s untenable,\u201d Aspen City Manager Sara Ott said. \u201cIt requires everyone wanting success to happen.\u201d<\/p>\n<p class=\"STND-STND BodyText\">Ott said she didn\u2019t feel comfortable talking further about personnel issues in Thursday\u2019s setting.<\/p>\n<p class=\"STND-STND BodyText\">The <a id=\"N0x22d60a0N0x2240c50:N0x22d60a0N0x22e9a38\" href=\"https:\/\/www.aspentimes.com\/news\/in-with-the-old-for-aspens-new-housing-board\/\">APCHA board was recently restructured<\/a> to include two members of the City Council and two members of the board of commissioners after 17 years of only civilian members. The new structure was meant to <a id=\"N0x22d60a0N0x2240cb0:N0x22d60a0N0x22e9ac8\" href=\"https:\/\/www.aspentimes.com\/news\/apcha-board-coming-together\/\">improve the board\u2019s decision-making process<\/a>.<\/p>\n<p class=\"STND-STND BodyText\">Pitkin County Manager Jon Peacock and Ott both recommended staying the course for a year and seeing how the new arrangement works before making any changes to the board structure.
