They did not have the MMR \u2014 or measles, mumps and rubella \u2014 vaccine, according to a news release from Tri-County Health Department.<\/p>\n<p>The Centers for Disease Control and Prevention considers three or more cases of measles \u201clinked in time and place\u201d to be an outbreak.
