(Kelsey Brunner\/The Aspen Times)<\/strong><br \/><em>Kelsey Brunner\/The Aspen Times<\/em><\/figcaption><\/div>\n<\/figure>\n<p class=\"STND-STND BodyText DropCap\">The city of Aspen will pay $175,000 less to buy the Aspen Mini-Storage, because its $11 million offer is higher than a recent appraisal of the property\u2019s value.<\/p>\n<p class=\"STND-STND BodyText\">The 3-acre parcel, located in the Aspen Business Center, is worth $10.65 million, according to the appraisal.<\/p>\n<p class=\"STND-STND BodyText\">City staff has renegotiated with the seller, resulting in the two parties agreeing to split the difference of the gap between the $11 million contract price and the $10.65 million appraisal price \u2014 in return for accelerating the closing date.<\/p>\n<p class=\"STND-STND BodyText\">So instead of closing Feb. 20, the date is scheduled for Feb. 4.<\/p>\n<p class=\"STND-STND BodyText\"> \u201cThe seller\u2019s agent said during the renegotiation process that the seller does have interest from at least one other able party at or above the $11 million price, but that they would be interested in lowering their price to make an expeditious closing more certain,\u201d wrote Chris Everson, the city\u2019s affordable housing manager, <a id=\"N0x1cebc70N0x1ec5bf0:N0x1cebc70N0x1ced6d8\" href=\"https:\/\/d3n9y02raazwpg.cloudfront.net\/cityofaspen\/aa33d6d9-0fbc-11ea-8baa-0050569183fa-da76106a-2e02-4fe6-bbb2-ae71e53e957b-1578615678.pdf\">in a memo<\/a> to Aspen City Council.<\/p>\n<p class=\"STND-STND BodyText\">Council is expected to review amendments to the purchase contract during its regular meeting Tuesday.<\/p>\n<p class=\"STND-STND BodyText\">The elected board <a id=\"N0x1cebc70N0x1ec5c50:N0x1cebc70N0x1ced888\" href=\"https:\/\/www.aspentimes.com\/news\/local\/aspen-moves-forward-with-11m-contract-for-property-to-help-with-future-affordable-housing\/\">in October agreed<\/a> to enter into a purchase contract with contingencies, including that the deal was subject to a real estate appraisal of the property.<\/p>\n<p class=\"STND-STND BodyText\">The city\u2019s $550,000 earnest money payment will become non-refundable once council agrees to the amended contract.<\/p>\n<p class=\"STND-STND BodyText\">The mini-storage parcel is seen as key to the city\u2019s plans for an adjacent parcel known as the Aspen Lumberyard where hundreds of <a id=\"N0x1cebc70N0x1ec5cb0:N0x1cebc70N0x1ceda38\" href=\"https:\/\/www.aspentimes.com\/news\/aspens-electeds-sign-off-on-1-5m-in-contracts-to-build-affordable-housing\/\">new housing units<\/a> are being planned.<\/p>\n<p class=\"STND-STND BodyText\">Everson said Monday that the mini-storage parcel could serve as the access point to the neighborhood, which would meet the Colorado Department of Transportation\u2019s traffic plan for the area.<\/p>\n<p class=\"STND-STND BodyText\">The mini-storage piece also could have housing on it, depending on the feedback Everson and the design team receive from the public in the coming months.<\/p>\n<p class=\"STND-STND BodyText\">They are having an open house at Roxy\u2019s Market in the ABC on Wednesday from 4 to 7 p.m. to show density maps for the site.<\/p>\n<p class=\"STND-STND BodyText\">Two more open houses will happen Thursday from 11 a.m. to 1 p.m. and 3. to 6 p.m. in City Hall.<\/p>\n<p class=\"STND-STND BodyText\">\u201cThe objective is to use that piece of property in a way that is guided by public feedback,\u201d Everson said, adding that the project will be in front of council again in March and a preferred layout chosen by the end of the year.<\/p>\n<p class=\"STND-STND BodyText\">\u201cWe need to have much more dialogue with council,\u201d he said.<\/p>\n<p class=\"STND-STND BodyText\">The city caught criticism when it <a id=\"N0x1cebc70N0x1ec5dd0:N0x1cebc70N0x1cedeb8\" href=\"https:\/\/www.aspentimes.com\/news\/aspen-looks-to-buy-bmc-west-property\/\">bought the lumberyard property<\/a> over a decade ago for $1.45 million more than what it was appraised at.<\/p>\n<p class=\"STND-STND BodyText\">With the two parcels combined, the city will have 10.5 acres for just over $29 million.<\/p>\n<p class=\"STND-STND BodyText\">Tens of millions more will be needed to build the housing units.
