Kremmling OKs cannabis questions for April ballot

Kremmling’s town board approved language for two ballot questions in April that would repeal the town’s ban on retail and medical cannabis retailers and set a special sales tax.

Dan Stoltman, town manager, presented several different questions about lifting the town’s cannabis ban for the board, including options that asked about businesses outside retailers.

Ultimately, the board felt that the question should be kept simple and only include retailers, so that the board could get a clear idea whether voters are comfortable allowing cannabis sales in town.

“Why do we need to throw it all out there and then all of a sudden we’re tied up for two years trying to make ordinances on how we’re going to cultivate, manufacture, do infused products testing, etc.,” said Trustee Erik Woog. “The whole premise behind this is to keep our personal feelings out of it … and I think what we want to do is truly know what the people of the town want.”

The ballot question asks: “Shall the town board lift the current ban on retail and medical marijuana sales in the town of Kremmling, and begin to craft a new ordinance allowing retail marijuana stores and medical marijuana centers/dispensaries within the town of Kremmling with such restrictions as seen fit by the Board of Trustees and discussed at a public meeting?”

The board also approved a special sales tax of 5% for retail cannabis sales should the town decide to allow dispensaries. Based on the sales tax question, the board would be able to increase the special sales tax up to 10% without returning to the voters for approval.

In other business:

• The board approved an agreement with Grand County for assistance in the April election, including printing and mailing ballots.

• The Colorado Department of Transportation will be reconstructing the curb, gutter and sidewalks along Park Avenue to bring them into ADA compliance. The board approved an agreement for that work and accepted $200 from CDOT in exchange for the town allowing construction in one of its right of ways.

• An acre parcel of land was annexed into the town of Kremmling at the request of the Sammons family. The board approved the annexation of the parcel and zoned it as mixed-use. There is not currently any building plans for the parcel, but it could house multiple single-family residences based on the zoning.
