Some members of Congress claim the National Emergencies Act doesn’t empower the president to declare a national emergency. Yet they vote to overturn the emergency declaration using a resolution process created by the National Emergencies Act as the way to attempt to block such emergency declaration.
How can the NEA create a right to block a declaration but not a right to declare an emergency in the first place? Can members of Congress think?
