One of the favorite models of accomplishing organized crime payoffs is the ancient racketeering model. Racketeering steps are always the same:
1. Create a problem — real or illusioned — that is where propaganda comes in
2. Say you will solve the problem — in exchange for money and control
3. If that is not enough bribe, coerce
4. Cycle through steps 1 through 3 over and over and over
